General Secretary Xi Jinping put forward that "poverty alleviation must first support wisdom ",which is an effective way to fundamentally cut off the intergenerational transmission of poverty.In August 2015,the Sichuan Provincial Party Committee and the provincial government again focused on 17 new policies and measures in the areas of deep poverty in Liangshan,among which important measures were taken to implement the "one village,one kindergarten" counselor program.The program is to set up kindergarten in each established village in Yi District,and the provincial financial contribution to select and hire two bilingual(Chinese and Yi language)counselors for each kindergarten.With the implementation of the "one village,one kindergarten" program,the primary realization of preschool education resources in the Yi area of Sichuan wide coverage.At present,in the field of preschool education,there are kindergarten teachers,child care teachers(nurseries),security,food producers,but there are no "counselors "."One village,one kindergarten " "counselor" is based on the actual situation and special circumstances of the Yi District of Sichuan Province.However,why create a "counselor" job in the early childhood education in Yi District of Sichuan? What is common with preschool teachers? What's the difference? What about the living state of this innovative position? For this reason,the author takes this series of questions into Y county for field investigation.Before the field work of this study,the author did the following preparatory work:selecting samples;compiling and testing the questionnaire;formulating the outline of the interview;designing the observation scheme.The author has walked into the scene twice,several times into the "network community" built with counselors,on its "living state" to the current education bureau leaders,county school experts,local kindergarten teachers,counselors,Sichuan Province kindergarten experts and so on in-depth interviews,to observe the educational life of the kindergarten counselors throughout the whole process.and combing and reviewing the previous research results in order to provide supporting evidence for this study.It is found that the implementation of the "one village,one kindergarten" project is a major decision of the country to develop ethnic areas and frontier areas,and a major initiative to block the intergenerational transmission of poverty.Since the implementation of 2015,Liangshan Prefecture,Sichuan Province has opened 3117 preschool education points,selected and hired 7976 counselors,received 126100 children,the whole state preschool education in the kindergarten children reached 255300,preschool education in three years from the gross admission rate? To 83.58%,solve the problem of children in ethnic areas.During theinvestigation,it is not difficult to find that it is necessary to maintain the fair education of school-age children in ethnic areas and select a group of "four have" good "counselors " is the core,and enhancing the sense of access of counselors is the key.The purpose of this study is to solve the bottleneck in the development of preschool education in frontier and ethnic areas.This study takes the field study as the research paradigm,and uses the observation,the interview,the questionnaire,the literature and so on research method,carries on the comprehensive systematic investigation to the Sichuan Yi district counselor's survival condition case.It is found that their professional identity is high,their professional development motivation is insufficient,and the policy support and system guarantee of the government need to be improved.This paper puts forward :1.Further improve the policy and system design,enhance the sense of security of counselors;2.Continue to promote the "hand in hand" project,enhance the professional ability of counselors;3.Implement counselors "seed" program,enrich the sense of access of counselors and other basic suggestions.
