With the continuous innovation of Internet technology environment,new forms of employment came into being with the help of sharing economy.Nowadays,with the development of the sharing economy,the new employment pattern has become one of the important ways to solve the employment pressure in the new era.The emergence of the new employment pattern is closely related to the development of the sharing economy.The concept of "new employment form" was first proposed in the2016 government work report,which proposed to increase efforts to support the development of flexible employment and new employment form.On August 13,2019,the 13 th meeting of the Standing Committee of the 13 th National People's Congress of Heilongjiang Province reviewed the investigation report of the investigation group of the Standing Committee of the Heilongjiang Provincial People's Congress on the employment of the whole province.According to statistics,in 2018,the employment rate of 218700 college graduates in the whole province reached 97.3%,an increase of6 percentage points according to the previous year.In the first half of 2019,289600 new jobs were created in cities and towns in the province,and a number of new jobs were provided by network platform,which made outstanding contribution to the increase of employment rate in Heilongjiang Province.With the rapid development of sharing economy and new forms of employment,some problems arise.In the whole year of 2018,Heilongjiang Province has accepted 1613 cases of labor rights protection in new employment forms,with tens of millions of subjects.The industries involved are mainly concentrated in the Internet platform.The features of fuzzy labor relations and low insurance participation rate and other Internet platforms have resulted in a large number of labor disputes.Heilongjiang Province actively responds to the call of the state,constantly innovates various systems,improves relevant laws and regulations of the new employment form,and makes efforts to promote the development of the new employment form.At the same time,the development of the new employment form also puts forward challenges and requirements for the social insurance system of Heilongjiang Province.Therefore,based on the future development trend of new forms of employment and the situation of Heilongjiang Province,starting with the current social insurance system,this paper analyzes the current situation,problems and causes of the development of new forms of employment and social insurance system in Heilongjiang Province,and puts forward countermeasures and suggestions to support the social insurance system of new forms of employment in Heilongjiang Province,so as to provide reference for the better development of new forms of employment in Heilongjiang Province Test.Although today's employment situation is grim,as a product of the new era,new forms of employment,driven by the continuous innovation of Internet technology,gradually get rid of the plight of the traditional employment model and develop into a new employment model with flexibility and uniqueness.The development of new employment pattern and the innovation of social insurance system are inseparable.Only when the social insurance system provides certain guarantee for the practitioners of new employment pattern,can the new employment pattern develop rapidly.In view of the relationship between the two,by using the theory of institutional innovation,the theory of equal opportunity,the theory of welfare state and the theory of employment as the basic theory of research,using the methods of investigation and analysis,qualitative analysis and factor analysis and other related research methods,taking the social insurance system innovation of supporting new employment form in Heilongjiang Province as the research content,the paper analyzes the support of Heilongjiang Province The problems of the innovation of social insurance system in the new employment form lie in the traditional payment of "five insurances and one gold",the lack of protection of work-related injury insurance system for some employees in the new employment form,the lack of innovative social insurance system,and the weak awareness of the practitioners.A series of countermeasures and suggestions are put forward to improve the social insurance system supporting the new employment form in Heilongjiang Province Pension insurance system,medical insurance system,work-related injury insurance system,unemployment insurance system,improvement of relevant supporting facilities,improvement of relevant laws and regulations and implementation of effective supervision.Finally,the conclusion is that the innovation of social insurance system is conducive to the development of new employment forms.
