In recent years,some out of school training institutions for primary and secondary schools carry out "exam oriented" training,which violates the laws of education and the growth and development of young people,affects the normal teaching order of schools,causes students' Extra-curricular burden to be too heavy,increases the family economic burden,and has strong social repercussions.In August 2018,the general office of the State Council issued the opinions on standardizing the development of off-school training institutions(GBF [2018] No.80),insisting on building morality,developing quality education,promoting the development of physical and mental health of primary and secondary school students as the foothold,and establishing and improving the supervision mechanism of off campus training institutions as the focus,especially pointing out the standardization,classified management,comprehensive policy implementation and collaborative governance in accordance with the law The basic principle of principle is to build a long-term mechanism for standardized and orderly development of off campus training institutions,standardize training behavior,strengthen supervision and management,effectively solve the problem of excessive extracurricular burden of primary and secondary school students reflected by the people,and form a good situation of collaborative education inside and outside the school.Since then,local governments have carried out self-examination,cross examination,special supervision and other ways to conduct a comprehensive arrangement,seriously establish work accounts,improve classification management,and rectify the existing training institutions one by one.Based on the case description of the black-and-white list of the off campus training institutions supervised by Deyang Municipal government,this paper analyzes the specific measures taken by the government in the actual supervision of the off campus training institutions by using professional theories such as public interest theory,government regulation theory,public governance theory and social science research methods,and concludes the importance of strengthening the supervision and management of the government for the off campus training institutions.In the case study of Deyang Municipal government supervising the off campus training institutions and establishing the black-and-white list,the government adopted "three measures" to solve the problem,respectively analyzing the "three measures" of "accurate identification of the black-and-white list","information disclosure" and "incentive and restriction of the black-and-white list",and concluded how to strengthen the daily supervision of the off campus training institutions' running behavior by Deyang Municipal government Manage,respond to and solve social conflicts,actively guide the public to communicate with the government,actively coordinate the relationship between various departments,and provide practical basis for the government to supervise the off campus training institutions.
