In the context of the popularization of higher education in China,in response to Qian Xuesen's question,in 2009 the Ministry of Education,the Central Organization Department and the Ministry of Finance implemented the "Basic Discipline Outstanding Student Training Pilot Program",which aims to cultivate a number of international leaders in the basic disciplines.People and first-rate scientists.The universities and colleges implementing the "Top-notch Plan" have explored and reformed their systems and mechanisms,talent selection methods,and talent training models,and achieved initial results.In 2018,the six departments including the Ministry of Education also launched the “Top-notch Plan 2.0” which puts forward higher requirements for the specifications of talent training.How to promote the cultivation of top-notch innovative talents through the innovation of institutional mechanisms and the reform of the talent training model is currently The test facing Chinese research universities.Cultivation of top-notch innovative talents in the United States has a history of 100 years.Therefore,it is necessary to analyze the development status of American honor education,so as to summarize the experiences that can be used for the cultivation of top-notch innovative talents in China.Through case studies of Arizona State University 's Barrett Honors College,Michigan State University 's Honors College and Pennsylvania State University 's Schlaer 's Honors College The analysis of the three aspects including resource support mechanism and other aspects revealed that the main characteristics of American honor education are as follows: first,diverse talent selection standards;second,personalized,generalized,and structured curriculum systems;again,diverse international exchanges Project;and finally,rich resources support.Based on the analysis of the characteristics of honorary education in public research universities in the United States,the experience that can be drawn from the training of top innovative talents in China is summarized as follows: First,the selection of talent standards is diverse,and students' academic interests are emphasized;The third is to set a cross-disciplinary curriculum system;the fourth is to optimize the resource support mechanism.
