“Promoting the modernization of national governance system and governance capability” is the general goal of deepening the overall reform of socialism with Chinese characteristics in the new era.Higher education,as an important field of deepening reform in an all-round way,should strive to build a scientific and complete higher education governance system.With the continuous optimization of university governance structure and the downward shift of management focus,strengthening the scientific governance of secondary colleges has become an important issue.Improving the governance structure is the core of improving the governance capability of the secondary colleges.This study combines theoretical research with empirical research and uses literature analysis,questionnaire survey,social network analysis and interview method to study the actual state of the secondary college governance structure.Firstly,it defines the core concepts according to the extension path of “secondary college-governance-governance of secondary college-governance structure of secondary college”.Then,the research expounds the internal relations among principal-agent theory,stakeholder theory,institutional theory and the governance of secondary colleges.At the same time,it analyzes the inherent agreement between the social network analysis method and governance structure of the secondary colleges.Next,the study conducts a social network analysis of the governance structure of secondary colleges in three universities.Firstly,the overall relationship between the governing bodies of the secondary colleges is relatively close and the power operation is relatively smooth.Second,there is little difference in the governance structure of secondary colleges between universities.From the external governance structure,it is greatly influenced by the principals,Party committees,academic committees,educational administration departments,graduate schools and other governance subjects.From the internal governance structure,the president,the secretary of the Party committee,the joint Party and government committee and the three kinds of vice-presidents are at the forefront of the six kinds of decision-making.They are the main decision-making force of the six kinds of decision-making in the secondary college.Then,based on the results of social network analysis,this paper conducts interviews on the governance structure of the secondary colleges.The research shows that there are two difficulties in the governance structure of the secondary colleges.External governance predicament mainly concentrates on the top-down highly centralized management system and the improper relationship between colleges and universities.The internal governance dilemma mainly includes three aspects: the unclear role of governance subject,the irrational allocation of governance power and the poor effect of checks and balances between governance powers.Finally,on the basis of summing up the predicament of the lack of top-level system,the lag of the concept of "running a college",the weakness of the guarantee mechanism of college governance and the lack of college governance culture,the study puts forward the optimum path of perfecting the top-level design,changing the concept of governance,strengthening the implementation mechanism and paying attention to cultural factors.
