| Western countries have begun to explore the concept of introducing government purchases in the field of education since the early 1980 s.With the reform requirements of the Chinese government from "functional" to "service-oriented",the government's purchase of services has begun to get into the area of education also in China.The "Regulations on the Reform and Functional Transformation of the State Council" promulgated in 2013 clearly pointed out that it is necessary to increase the government's efforts to purchase services in the field of education.The "Opinions on the Reform of Government Procurement of Services in Public institutions” issued in 2016 mentioned that In order to promote the transformation of government functions,the services undertaken by public welfare institutions have been accelerated to be provided by the government through the purchase of services.As one of the public welfare institutions,higher education services provided by colleges and universities are bound to be included in this scope.So far,scholars' research on government purchasing education services has mainly focused on basic theories,purchasing policies,purchase scope,purchasing patterns,purchasing risks,and performance evaluation.However,the pricing of higher education services as a starting point for government procurement services has not yet been deeply addressed.In the context of the current government procurement services,a reasonable pricing system for higher education services is conducive to the implementation of government procurement services.This paper summarizes the research status of government procurement services through literature research method,and summarizes the policies,models,strategies and other aspects and expounds the feasibility of government procurement services introduced into higher education.Through the systematic research and analysis,selected the factors affecting the pricing of higher education services.Because BP neural network can analyze and process data under complicated environment such as fuzzy information,contradiction and illusion,uncertainty and incompleteness,and the pricing problem of higher education service has the above difficulties.Therefore,this paper based on BP neural network,selects the relevant data of 71 colleges and universities directly under the Ministry of Education in 2015 as a training sample,and establishes a relatively reasonable and optimized pricing analysis model for higher education services.Then it analyzes the impact of model indicators on pricing and puts forward specific suggestions.Finally,taking X university as an example to simulate the service pricing in 2016,analyzes the influence of X university education service pricing index by Grason weight analysis method,and puts forward the corresponding improvement measures and suggestions. |
