Australia has always taken the quality assurance of higher education as the core of the development of higher education.Since the 1980 s,Australia has carried out a lot of exploration and reform on the management and quality assurance of its higher education.Under the current social background,Australia has established a unified higher education quality standard institution to audit the quality of national higher education providers and issued corresponding policy documents to classify and standardize the higher education standard system,so as to ensure the smooth implementation of the quality standard institution function.In the standard framework policy,the core connotation of student group training,protecting students' basic interests and promoting students' development embodies the implementation of the concept of "student-centered".In this article,through the perspective of critical policy analysis,takes Australian Higher Education Standards Framework 2015(HESF 2015)policy as the main object of study,the standard framework presented the concept of "students-centered" of specific regulations and guarantee support made analysis and discussion,provide the experience to the development of higher education quality assurance in China.This paper consists of five parts.The first part describes the gradual development of "student-centered" concept in Australian higher education quality standards from a historical perspective.From the consciousness of serving students in the initial stage of ideas,to the value orientation of policy making in in-depth stage of ideas,the whole process is sustainable development.The second part mainly discusses how to present "student-centered" the four internal factors of academic qualification standards,learning environment standards,teaching and research standards and information management standards in Australia's HESF 2015.The third part,in terms of the standard framework of higher education system,and the "student-centered" presented to the valueorientation of the factors involved in other external support factors,through authentication of institutions of governance,institutions and other related policy support to discuss how the "student-centered" concept is presented in a specific security.The fourth part is a summary of the former standard framework,and analyzes the experience accumulated in the process of presenting the "student-centered" concept in the standard framework and the current challenges.At last,the last part combines the development status of the higher education quality assurance in China,draws lessons from the characteristics and experience of Australia's "student-centered" concept as a value-oriented quality assurance measure,and puts forward effective enlightenment and suggestions for the development of higher education quality assurance standards in China.According to the study,the national standard of higher education quality proposed by Australia has unified supervision and guidance on higher education,and the concept of "student-centered" as an important value orientation in policy making has greatly improved the rights of students.This is conducive to the development of students,and ultimately the quality of Australian higher education to get greater development and protection.Among them,the most important is to adhere to the student-centered principle,to promote the development of students,to ensure the basic interests and aspirations of students as the ultimate educational goal.On the premise of ensuring that all groups can enjoy fair learning opportunities,it also attach importance to the cultivation of students' academic ability and academic integrity,as well as insist on students' right to know information and the right to supervise the school.
