Research On The Influence Of Rural Population Change On Agricultural Quality Development In Gansu Province

Forty years of reform and opening up,China's rural economy in the development of the dilemma,the supply and demand structure of agricultural products imbalance,quality and efficiency is not high,the pressure on the resources and environment,which leads to obstacles in agricultural development,farmers income more difficult.The party central committee has put the "three rural problems" as the top priority of the party work,to cope with the plight of the rural economy development,put forward the strategy of "rural revitalization",symbol of rural industry is to realize the rural prosperity,the basis of agriculture as basic industry,the high quality of the agricultural development is the fundamental requirement of transformation of the mode of agricultural production,and realize the connotation of the strategy of rejuvenating the country and to enhance the efficiency of agricultural production is the key to the development of agriculture with high quality.Under the background of the family planning policy and labor mobility,great changes have taken place in the number and structure of rural population in China.The number of population keeps decreasing,the degree of aging of population intensifies,and the level of education is relatively low.As a basic element of agricultural development,labor force changes the element allocation structure of agricultural resources.Population economics shows that populations change will have a certain impact on the economy.Because of the obvious change characteristics of rural population in recent years,this paper tries to study the problem of high-quality agricultural development from the perspective of population change,and find the path of high-quality agricultural development,so as to lay a solid foundation for the revitalization of rural industry.In this paper,under the background of rural revitalization,based on the theory of population changes and the agricultural industry development,make the following research: first,to change present situation of the rural population and agricultural development in Gansu province were analyzed,and through the analysis found that the number of rural labor is decreasing,population aging degree deepening,relatively low education level,population sex ratio imbalance.Gansu agriculture has been developed to a certain extent,the agricultural output continues to increase,the level of mechanization continues to improve,but the structure of agricultural production needs to be optimized urgently,and the degree of agricultural production organization and scale needs to be improved.Secondly,using the CD production function,the empirical analysis of Gansu province rural population change on agricultural production,agricultural production efficiency,agricultural science and technology level,the agricultural production structure and the influence of agricultural industrial structure upgrade,analysis found that the number of agricultural labor force for agricultural production,agricultural production efficiency and the impact of agricultural production structure is negative;The improvement of education level can improve the efficiency of agricultural production and the level of agricultural science and technology,promote the optimization of agricultural output structure and upgrade of agricultural industrial structure.The increase of crop planting area is beneficial to the increase of agricultural output value;The influence of agricultural development level on agricultural production efficiency is positive;The increase of per capita disposable income of rural residents is conducive to the improvement of agricultural science and technology;Population aging is not conducive to the optimization of agricultural output structure;The feminization rate and the increase of agricultural fiscal expenditure are conducive to the optimization of agricultural output structure.The increase of workers in the processing industry and the improvement of transportation conditions are conducive to the upgrading of the agricultural industrial structure.Based on the analysis of the rural population change and the current situation of agricultural development in Gansu province,the following policy Suggestions are put forward: guide the orderly flow of rural surplus labor,and reasonably allocate labor resources;Strengthening rural education and improving the quality of the labor force;To strengthen the investment in agriculture and raise the level of agricultural technology;To promote the effective transfer of land and realize the large-scale operation of agriculture;Develop "Internet + agriculture" and promote the upgrading of agricultural industries;Protect the agricultural ecological environment,strengthen the awareness of farmland protection;We will strengthen rural infrastructure and improve rural transportation.
