The research on the rationality of teacher human resource allocation is not only a reflection of how to implement the spirit of relevant national policies and regulations,but also a result of reflection on the objective imbalance of teachers in various cities.Therefore,I selected the situation of teacher human resources allocation in the J city of Jiangsu Province where the author is located as a research case.Through the analysis of the unreasonable problem of the allocation of teacher human resources in J city,I revealed the reasons behind it and proposed countermeasures to solve the problem In order to meet the expectations of parents and society for high-quality educational resources,achieve the sharing of high-quality teacher resources,and effectively reduce the "school choice fever",provide corresponding research findings.Research on the human resource allocation of teachers in City J requires not only to think about its "shall" pursuit,but also to understand its "actual" status.The pursuit of "should be" means to achieve the ideal state by following the principles of expanding quantity and improving quality,optimizing structure and enhancing benefits,combining advantageous positioning and dynamic matching,and combining material incentives and spiritual nourishment;to achieve the ideal state,adhere to reasonable quantity and quality Reasonable,reasonable structure and reasonable professional development.The "actual" survey refers to the collection of data on teacher allocation in the city's compulsory education schools and 12 case schools through the Accounting and Finance Section and the Personnel Section of the J City Education Bureau,and the statistics are classified.Therefore,taking educational equity theory,human resource allocation theory,interpersonal relationship theory and teacher professional development theory as the theoretical perspective of the study,and empirical research as the guiding ideology of the study,from four dimensions of quantity,quality,structure and professional development The statistical analysis of the rationality of the human resources allocation of teachers,combined with the interviews with the staff of the personnel department of the Education Bureau who provided the data and the teachers and principals of 12 schools,found that there are coexistence of overstaffing and lack of editing in the human resource allocation of teachers in J City.Teacher quality gaps,age,gender,disciplinary structure imbalance,and professional development stagnation.The reasons behind it are mainly the deviation between reality and expectations,the incompatibility of relevant policies and systems,the low level of management and the lack of motivation for teachers' professional development.Therefore,with reference to the relevant indicators of Jiangsu Province,which belongs to J City,on the issue of improving the rational allocation of teachers' human resources in J City,strengthening government functions is the key,improving the "county" education policy is a prerequisite,and improving the management level of managers It is the guarantee,and promoting the professional development of teachers is the foundation.At the same time,we need to pay attention to the role of teachers' internal driving force in optimizing the allocation of teachers' human resources.Relevant managers should reasonably use management methods to guide teachers to resonate,stimulate teachers' self-awareness,improve the quality of teachers' teams,and use internal driving forces to make teachers' resources The configuration is more reasonable.
