Based on the continuous development of China's economic era,the reform of basic education has been deepened,and the national policy clearly puts forward the need to reduce the learning burden of students.With the introduction of the policy of "reducing the burden",many primary schools have changed in different degrees,including the following two aspects:first,the school has opened more abundant elective courses for students,students need to learn a variety of courses,but the class hours have not increased significantly,resulting in the corresponding increase of teachers' teaching pressure,which must be completed in the limited class hours To teach students the necessary knowledge.Second,the proposal of the policy of "reducing the burden" has adjusted the time of students' school leaving,making the time of students' coming home earlier,but the time of students' parents' working has not changed,so the phenomenon of students' school leaving,but parents' not working,makes it difficult for parents to manage students in the first time,and the emergence of the above phenomenon has also stimulated the market of out of school tutoring institutions,and promoted their development There is a sufficient market.With the continuous improvement of science and technology development level,the society has significantly improved the mastery and requirements of theoretical knowledge of talents,and parents also pay more attention to the education of students,and are willing to invest more money and energy for them.In recent years,our country has been issuing education reform policies,including the policy of exemption from primary school entrance examination,the policy of students entering nearby,the socialization of high school examination without dividing liberal arts,science,English and other subjects,and the transformation of many local colleges and universities to application-oriented technology universities.The implementation of the above policies has inspired the enthusiasm of parents to sign up for extracurricular tutoring institutions for students.For this reason,this paper takes H City as an example to carry out a research on the problems and Strategies of the off campus tutoring class under the background of "reducing the burden" : first,this paper introduces the background,value,research ideas and methodsused in this research,so as to elaborate the writing value of this paper,at the same time,summarize and analyze the research results of domestic and foreign scholars,so as to provide research ideas for this paper,And lay the theoretical foundation.Secondly,taking HCity as an example,this paper analyzes the background and causes of the phenomenon of out of school counseling,and comments on its current situation from the aspects of school running qualification,quantity,type and education quality.Thirdly,this paper tries to analyze the problems existing in the implementation of the "load reduction" policy in China,and further discusses the reasons for its existence,as well as the reasons why the parents of students are keen to sign up for out of school tutoring classes and you wake up.Finally,this paper puts forward specific solutions from five parts: policy implementation,laws and regulations,teacher management,evaluation system and responsibility standards,in order to strengthen the management of different types of extra-curricular counseling institutions in the market,realize the standardization of extra-curricular counseling institutions,ensure the overall quality of counseling institutions,and ensure the true implementation of the "burden reduction" policy,as well as reduce the number of students Negative purpose,so as to promote the implementation and development of China's primary school teaching reform.
