Statistical Measurement Of Sharing Degree Of Development Achievement From The Perspective Of Sharing

In the following reform period,people's lives have been continuously improved,while the non-extensive sharing of development achievements has become a prominent problem.The income distribution gap between different social strata has been widened,the inequality in social welfare distribution has gradually been widened,and the development imbalance is still serious.The concept of sharing can effectively shorten the gap between the rich and the poor,alleviate the situation of unbalanced economic development among regions,urban and rural areas,reduce the occurrence of unfair distribution,promote the harmonious coexistence of man and nature,and thus form a stable social environment.The main research work of this paper is as follows:(1)Connotation definition of Shared development achievements.As general secretary Xi Jinping pointed out in the fifth plenary session of the 18 th CPC central committee,"sharing is the essential requirement of socialism with Chinese characteristics." On the basis of this,the concept of sharing the fruits of development is defined as: all the fruits of social development,including economic,political,cultural,social,ecological and equal opportunities,should be equally enjoyed by all the people or by all the workers participating in the building of socialism with Chinese characteristics.(2)According to the concept and connotation of sharing development achievements,a total of 20 specific indicators were selected from six aspects,which are sharing economic rights and interests,sharing political rights and interests,sharing social rights and interests,sharing cultural rights and interests,sharing ecological rights and interests,and sharing equal opportunities,to build an evaluation index system for sharing development achievements.Sharing economic rights and interests includes social wealth and people's wealth.Social wealth includes four indicators: economic growth rate,investment in science and technology,economic growth stability,and income distribution.People's wealth includes three indicators:per capita income,per capita expenditure,and engel's coefficient.Political rights sharing mainly refers to the right to speak,using the number of trade union organizations per 10,000people;Cultural rights sharing includes two indexes: length of education and amount oflibrary collections per capita.Sharing social rights and interests includes the right to pension,the right to health,the right to education and the right to social security.Sharing ecological rights and interests includes three indicators,namely the discharge of sewage per unit of output,the degree of air pollution per unit of output,and the solid discharge per unit of output.Equal opportunity sharing includes education equality,employment equality and health equality.(3)In this paper,we selected a total of 5 years of statistical data from 31 provinces in China in 2010,2012,2014,2016,2018,.The entropy value method and Back Propagation has been used to measure the dynamic change levels of sharing development achievements.The results show that from 2010 to 2018,the provincial level of sharing development achievements was increasing year by year,but too much sharing differences between regions.By combining cluster analysis with TOPSIS method,31 provinces in China in 2010,2012,2014,2016 and 2018 were divided into regions and analyzed with comparative advantages and disadvantages.The results show that the areas with a high level of sharing have advantages in all aspects,but the level of sharing of social rights and interests is low.Social rights,equal opportunities and cultural rights across the country need to be better shared.(4)From the starting point of National shared development,which are social security,education,health care and employment,the realization of shared development has been promoted\.First,we should establish an equal and transparent social security system.Second,we should devote major efforts to developing education system.Third,we will promote medical and health care.Fourth,we need to build a mechanism for high-quality employment and entrepreneurship.For the areas with the lowest level of sharing from the fourth category,it is necessary to improve the equitable income distribution separately.
