Government Purchased Rehabilitation Sports Service For People With Disability:dilemma And Suggestions

The main contradiction in our society has been transformed into a contradiction between the people's growing needs for a better life and the development of inadequate imbalances.In order to "achieve the goal of "rehabilitation services for all people with disabilities",we must work hard to achieve a well-off society in 2020.At present,the participation rate of disabled people is less than 10%.The root cause lies in the contradiction between the growing number of disabled people and the rehabilitation sports services provided by the government.The demand has not been fully and balancedly developed.The government is currently in the exploration period of purchasing rehabilitation sports services for the disabled.It is urgent to solve the existing difficulties and seek new breakthroughs.Using the literature research method,the field investigation and the text analysis method,the new public service theory,the new public management and the game theory are taken as the theoretical support of this research.Based on the induction of relevant literature and the research of experts and scholars at home and abroad,the author compares the whole process of government purchasing rehabilitation sports services for disabled people to a “big system”,“four yuan subject” composed of purchasing subject,undertaking subject,user subject and evaluation subject.To analyze the government's overview of purchasing rehabilitation sports services.Based on a field survey of nearly three years,the China Disabled Persons' Federation was selected to analyze the cases of the first disabled rehabilitation sports service project in the country,and the questionnaire survey method,participatory observation method and in-depth interview method in the field survey were used to explore.The text analysis method,namely open coding,spindle coding and selection coding,is used to process related data.The study found that the contradiction between the growth of the disabled population and the lack of supply of rehabilitation sports services in the government purchase,the four-yuan subjects such as the asymmetric information game between the purchase subject and the use subject existed.The promotion strategy of using the quaternary subject as a breakthrough is proposed,such as strengthening the top-leveldesign of the purchasing entity and the non-linear cooperation between sub-sectors,and evaluating the 4E principles(ie,economy,effect,efficiency,and fairness)of the scientific performance evaluation to achieve “government— Market-society"multi-faceted cooperation and integration.The government's purchase of rehabilitation sports services for the disabled is an important means for the needs and needs of disabled people to be balanced and fully developed,and an effective way for service-oriented governments to improve service efficiency and quality.The Quaternary Subjects have their own functions to achieve the Pareto-optimal government's purchase of rehabilitation sports services for the disabled.This is an effective mode for both the public sports services for the disabled to achieve efficiency and fairness.
