China's urbanization construction to promote the rapid development of mega-cities and large cities,the ability to gather resources significantly enhanced,the radiation of medium-small sized cities is becoming increasingly obvious.The National New Urbanization Plan(2014-2020)proposes to optimize the urban scale structure,to enhance the radiation-driven function of the central city,to accelerate the development of medium-small sized cities,to focus on the development of small towns,and to promote the coordinated development of large and medium-sized cities and small towns.As the gathering place of human resources,technical resources and innovative resources needed for urban development,colleges and universities have a stake in the development of personnel training,scientific research and social service functions,and support the development of urban industry.This study takes “The development strategies of industrial cooperation between colleges and universities and medium-small sized cities in Liaoning Province” as the research topic.The first is to carry on the literature analysis,the policy combing and the practice achievement summary about the colleges and universities and the medium-small sized cities industrial cooperation.The second is to choose the theory of industrial cluster,the theory of knowledge economy and the marginal-central theory of higher Education,which provides the realistic basis and theoretical basis for the necessity of industrial cooperation between colleges and universities and medium-small sized cities.The third is to analyze and research the current situation of industrial development in Liaoning Province,colleges and universities and medium-small sized urban industrial cooperation examples of the effectiveness in Liaoning Province,refining colleges and universities and medium-small sized urban industrial cooperation models in Liaoning Province,including the School and Enterprise Alliance organization to run the universities and the industrial cooperation;the co-construction of the human resources to foster cooperation between universities and industry;the opening of the sharing of science and technology resources to support the cooperation between universities and industry;the Industry-school cooperation and cooperative education deepening the cooperation between universities and industry.The fourth is to analyze and study the problems and causes of industrial cooperation between colleges and universities and medium-small sized cities in Liaoning province.The Problems include colleges and universities and medium-small sized urban enterprises lack of enthusiasm for cooperation,the transformation rate of the results of colleges and universities participating in industrial upgrading is low,and lack of motivation of colleges and universities for the transformation of service enterprises.The causes include that the strategic demand of colleges and universities in Liaoning Province is not comprehensive enough,the function of serving the industrial cluster development of medium-small sized cities is weakened,and the motive force of serving the industrial transformation and development of medium-small sized cities is insufficient.The fifth is to put forward the development strategies of industrial cooperation between colleges and universities and medium-small sized cities in Liaoning province,taking four kinds of medium-small sized cities in Shenyang Economic Zone as an example,classification design,including colleges and universities in Liaoning province to train innovative industry talents for municipal districts,enhance innovation-oriented industrial technology,build a new industrial cooperation platform with municipal districts;to train leading industry talents for prefecture-level cities,enhance leading industrial technology,and build a leading industrial cooperation platform with prefecture-level cities;to train special industry talents for county-level cities,enhance the characteristics of industrial technology,and county-level cities to build a unique industrial cooperation platform;to train expansion industry personnel for the central towns,enhance the expansion of industrial technology,and the central towns to build an expanded industrial cooperation platform.Through the systematic development of “The development strategies of industrial cooperation between colleges and universities and medium-small sized cities in Liaoning Province” research,not only for the regional colleges “School-Land cooperation” provides a “new way of thinking”,but also for the regional colleges and urban agglomerations in the deep integration provides a “new sample”.
