| After the 19 th CPC national congress,the major social contradiction in China has been transformed into the contradiction between the people's growing need for a better life and unbalanced and inadequate development.People's participation in sports and enjoyment of sports resources is one of the manifestations of people's growing spiritual needs,and the unequal enjoyment of vulnerable groups is also one of the manifestations of unbalanced and inadequate development.Therefore,to improve the disadvantaged groups to participate in sports vulnerable situation,to promote the overall development of society is of great significance.Vulnerable groups include physiological vulnerable groups and social vulnerable groups.Restricted by economic income,working hours,sports venues and other reasons,they fail to enjoy sports resources fairly.This paper USES literature method,comparison analytic method,questionnaire method,etc.,in changsha-zhuzhou-xiangtan area as an example,through to the disadvantaged groups in the region to enjoy,analyzes the present situation of sports resources in the find the changzhutan area social vulnerable groups sports resources,the lack of fairness,and good Suggestions,for changsha-zhuzhou-xiangtan area the improvement of social vulnerable groups sports participation provides a good theoretical basis.According to the investigation and research,the following conclusions are drawn :(1)the allocation of sports resources in China is a mixed allocation mode dominated by both the government and the market.The allocation characteristics are developing from extensive to intensive,and the equalization is developing towards diversification and group.In the context of national sports resources,changzhutan area has seen an increase in sports resources diversification and continuous improvement in service capacity.However,the utilization rate of sports resources is not high and the allocation of sports resources for vulnerable groups is insufficient.(2)vulnerable groups in changsha-zhuzhou-xiangtan area have physiological and social components.Most of them are subsistence allowance groups,laid-off people,the elderly and the disabled,with relatively low income.(3)the changzhutan area most vulnerable groups like sport,understand sports public places,but the sports resources with less activity,lack of sports venues,the community sports organizations and sports equipment such as insufficient external reasons and their own inner reasons in many aspects,such as physical defects,their physical need for cognition is poorer,sports participation is not high,the time is shorter.(4)the lack of equity in sports resources of vulnerable groups in chang-zhu-tan area mainly includes many restricted factors,unequal allocation of sports resources,lack of allocation of sports resources,low degree of attention and poor expression of appeals.(5)there are internal and external reasons for the lack of equity of sports resources in vulnerable groups in changzhutan area.The external causes include the mechanism reasons for the lack of sports facilities allocation,the economic reasons for the insufficient government investment and imbalance,the culturalreasons for the weak sports concept,the public opinion reasons for the consideration of safety factors,and the social reasons for the crowding out of resources due to the improvement of the sports awareness of the whole people.(6)in view of the sports resources equity to enhance national cohesion,conducive to the physical and mental health of citizens and civil inheritance significance of the Olympic spirit,in order to better reflect the changzhutan area vulnerable groups fairly enjoy sports infrastructure resources,it is fair to enjoy sports education resources,it is fair to enjoy sports culture resources and fair to enjoy sports development opportunity,we would like to take the following measures,including:Strengthen publicity and education and public opinion guide to enhance the awareness,strengthening the mechanism of resource allocation and the guidance of policy support,strengthen the supervision system for optimizing resources,play a role of social organizations to provide professional guidance and create a cultural atmosphere,the effective use of resources to build schools and enterprises and institutions of public service platform,etc. |
