Children are the future and the hope of a country.Taking care of and raising children is not only the responsibility of the family,but also the basic responsibility of the modern country.The history of the development of modern countries shows that policy care for children is the most reliable,wise and great social investment.In recent years,the child-care service for 0-3 years old has been widely concerned.In May 2019,the General Office of the State Council of the People's Republic of China issued the guidance on promoting the development of infant and toddlers care services under the age of 3,marking that standardized development path of infant and young children's care industry in China was formally put on the agenda.The researcher browsed the related literature of some countries' child-care service policies in the world and found that the development of the U.S.child-care service policies has many references for our country.Based on the standpoint and perspective of the concept of sharing,this study summarized the development history of the U.S.child-care service policy for 0-3 years old,then concluded that the U.S.child-care service policy has the following three objectives.First,promote the healthy development and learning of infants and toddlers,and improve the education status of children from low-income families;Second,to help parents get full employment opportunities;Third,develop human capital to prepare for America's future labor market.Through textual analysis of the guidelines for early learning and development of infants and young children,the management system of nursing institutions and the family and welfare system as the nursing service policies in Nebraska,this study concludes that the development experience of nursing service policies for 0-3 years of age in the United States includes: the policy is based on scientific theories;Attaching importance to the two-way role of child-care services and social development;To ensure the provision of child-care services by legislation and increase the investment in child-care services;To promote equity and help disadvantaged children;And the emphasis on parents participation and community cooperation to build a comprehensive service system.At present,China's child-care policy is confronted with the problems of incomplete child-care policy,unclear responsibilities of management departments,insufficient financial input and insufficient attention to disadvantaged children,which affect the healthy and stable development of child-care service for 0-3 years old children.Therefore,this study uses questionnaire and interview to study and analyze the needs of child-care services and policies for parents in China,so as to provide more targeted enlightenment for the development of child-care service policies in China based on relevant experience in the United States:Clear positioning of child-care services based on the shared development concept;Establish and improve the management system of child-care services by increasing government support;Promote sustainable development of child-care services by integrating existing resources;Improve the team support by setting up a professional nursing service team.
