| In China’s transformation to innovation-driven development,cities in all regions are attracting talent resources.For a long time,the talent attraction in the western region is relatively weak,and a large number of talents flow to the cities in the eastern region.These cities generally suffer from high cost of living,fierce competition and shortage of resources.With the deepening of urbanization,the attraction of the central and western regions and second and third-tier cities to the floating population begins to rise.This paper divides the influencing factors from the perspective of consumers into five aspects: ecological environment,social environment,consumption leisure,education and culture,and public services.By using the data from the 2017 National Health and Family Planning Commission’s floating population dynamic monitoring survey and urban statistical data,this paper makes an empirical analysis of the impact of consumption factors on the willingness of floating talents to move in.The results showed that household registration,education,age,marriage and number of cohabitants had the most significant influence on individual characteristics.Among the consumption factors,the employment environment and social inclusion significantly affect thenon-agriculture and household registration willingness.Highly educated talents pay more attention to social inclusion.Factors such as good prospect of consumer market and affordability of housing price significantly affect the willingness of floating talents to move in.Finally,some policy Suggestions are put forward to attract talents: develop natural environment and ecological resources,create characteristic tourism and leisure consumption;Building the stable and inclusive social environment;Improve regional consumption resources to meet different levels of consumer demand,Improve the social security system for the floating population;Take into account the work of talent introduction and services. |
