High-level talents are an important force for the construction of first-class universities.A standardized and orderly "talent competition" is the proper meaning of university competition and development,and it is also the key path to promote the effective resource allocation of first-class universities.The in-depth implementation of the "Double First Class" construction strategy has greatly mobilized the enthusiasm for the development of competition among universities.However,due to the implicit induction of the talent stocks to upgrade the ranking of universities,first-class universities have spared no effort to extend an "olive branch" to high-level talents with a "talent title",competing to "clearly mark prices" according to the talent level,with a view to increasing "Talent weight" in the construction of "first-class".This short-term utilitarian talent introduction behavior has caused the high-level human capital market to gradually become unbalanced under the excessive "commoditized" competition,resulting in the current top universities presenting a "disordered competition" in the introduction of high-level talents.Urgently need our attention.The high-level talent introduction policy text not only reflects the needs of university competition and development,but also reflects the overall trend of disorderly competition in the introduction of high-level talents among top universities.In this study,with the help of grounded theoretical research methods,a grounded coding analysis of the policy texts for the introduction of high-level talents in 30 first-class A-type universities was conducted.The study found that disorderly competition in the introduction of high-level talents in first-class universities is manifested in: "Tendency is obvious,the introduction of "only awards" and "only papers" is prominent,the introduction of treatment is "material only",the introduction of supporting security "nanny-style talent introduction" is common,and the introduction of assessment and management "light assessment" has outstanding performance.Based on Porter's Five Forces Competition Theory,this study attempts to construct a "five-force competition" model for the introduction of high-level talents from firstclass universities.Combined with the push-pull theory,this paper deeply analyzes the multiple reasons and disadvantages of disorderly competition in the introduction of high-level talents from first-class universities.Based on the perspective of multi-center governance,the government,universities and talents are used to coordinate the governance of disorderly competition in the introduction of high-level talent: the government should strengthen macro-control and supervision to guide the orderly introduction of universities;universities should target scientifically,in order to promote the rationalization of university talent introduction;talents should strengthen the cultivation of teacher ethics and psychological contract to reduce the high profitability of individual mobility.It is expected to reconstruct the orderly competition for talents,promote the coordinated development of the faculty of first-class universities,and provide a continuous endogenous impetus for our country to promote the construction of world-class universities.
