More and more Americans are beginning to realize that the level of school education and teachers' quality is closely related.They realized that only by putting the improvement of the quality of teachers in the first place in the policies and decrees of education reform can the quality of teachers be guaranteed and the level of basic education be improved.Whether the dismissal policy of primary and secondary school teachers is perfect or not will directly affect the quality of the teaching staff.Therefore,the state government has established a relatively perfect policy of primary and secondary school teacher's dismissal.There are a large number of primary and secondary school teachers in China,and the entry channels are different.Therefore,the level of teachers varies from high to low,including excellent teachers and incompetent teachers.The quality of teachers varies,but there is a lack of a sound dismissal system In view of this,this study selects the dismissal policy of primary and secondary school teachers of the us state government as the research object,hoping to get inspiration from it and contribute to the improvement and development of the management system of primary and secondary school teachers in ChinaThis article is divided into seven parts altogether.The first part is the introduction,which mainly expounds the reasons for the topic selection of this research,the literature review at home and abroad,the definition of tenured teachers and other concepts.The second part describes the educational background of the dismissal policy of public primary and secondary school teachers in the United States:the federal government of the United States pays more and more attention to the quality of teachers,the relevant social organizations also take measures to actively promote the dismissal policy of teachers,and the corresponding public primary and secondary schools of each school district will implement the supervision of teachers.The third part is the dismissal based on "immoral",focusing on the contents of the policy and the specific procedures of the dismissal of immoral teachers in California.The fourth part,based on the dismissal of"incompetent",explores teachers' classroom performance,which is getting more and more attention in the United States,and takes Tennessee as a sample to introduce its dismissal policy and procedures for "incompetent" teachers.The fifth part,based on the dismissal of "disobedience",introduces the dismissal standards and procedures of"disobedience" teachers in Colorado.The sixth part is based on the dismissal of"dereliction of duty".Taking Illinois as an example,it expounds the contents and procedures of the dismissal of "dereliction of duty" teachers,as well as the contents and policy reform of the dismissal based on "force majeure".The seventh part summarizes the American states of primary and secondary school teachers of dismissal policy:the characteristics of firing policies implemented by the state for the primary and secondary school teachers in the United States,on the basis of law,build a set of relatively complete system of public primary and secondary school teachers dismissal policy,a clear dismissal reason,strict dismissal procedures,fair appeal petition mechanism and wrongful termination of remedial measures,and as well as the "due process" principle,in guarantee the quality of teachers and the protection of teachers' rights and interests are not violated found a good balance between.However,in the actual process of dismissal there are also problems such as low efficiency and obstacles.Therefore,in order to improve the dismissal system of primary and secondary school teachers in China,we should lay emphasis on the formulation of a sound dismissal law,the establishment of a fair teacher evaluation system,and the protection of dismissed teachers.The dismissal policy of American state government has been developed so far,and there are many successful cases and rich experience in the states.The reasons for dismissal are clearly stipulated,the procedures of dismissal are orderly,and the most important thing is that its dismissal law is very perfect,from before to during the dismissal to the compensation after the dismissal,there is a legal basis for reference.The regular registration system and withdrawal mechanism of primary and secondary school teachers in our country are in the perfect stage,so we can learn from the experience of the United States and avoid its problems and shortcomings,so as to build a high-quality teacher team in our country.
