Textbook as a main course resources,It occupies a very important place in the teaching of primary and secondary schools in China.The system of primary and secondary textbooks are rules and regulations which can standard the textbook quality, and it plays a crucial role in improving the quality of primary and secondary textbooks role in China, and thus to further improve the quality of primary and secondary school education also plays a vital role in our country. New curriculum reform is being implemented in our country ,it puts very high demands on the primary and secondary school textbooks, So the research on system of primary and secondary school textbooks should also be concerned. The system of textbook research should be concerned. This paper study the system of primary and secondary textbooks on compiling, reviewing, publishing, elections and supplying, the system of primary and secondary textbook are the study object in China and United States, this paper mainly adapts documents and comparative research methods, and find the common and differences between the two countries, then gradually analysis and discuss the reasons for these differences. On this basis to further perfecting the system of primary and secondary school textbooks provided some reference recommendations. There are following three parts:Part one: Discusses the significance of this research and the related research on primary and secondary textbooks system in China and the United states. And this paper also introduced the research methods, the idea of research papers, and related concepts.Part two: Analysis and discuss the system of primary and secondary textbooks on compiling, reviewing, publishing, elections and supplying in China and United States, and find the common and differences between the two countries, then gradually analysis and discuss the reasons for these differences.Part three: On the basis of the above study,China can learn successful experiences on the system of primary and secondary school textbooks from United States, which offered a number of recommendations on perfecting the system of primary and secondary school textbooks in China.
