What kind of talent to cultivate is the proposition that the international community has discussed after entering the 21 st century.The Organization for Economic Cooperation and Development(OECD),the European Union,UNESCO,as well as Singapore,the United States,Australia and other countries have carried out research on key competence,with cultivating students' key competence being the value of education.In the new era,China's education has established the underlying mission of strengthening moral education and cultivating talent,aiming at cultivating students to become socialist builders and successors with all-round development as the core.This paper was conducted by the means of documentary,literature review,questionnaire,mathematical statistics,contrast analysis and expert interview and investigated the undergraduates majoring in physical education from more than 30 colleges and universities in the southwestern regions of Chongqing,Sichuan,Yunnan and Guizhou.The questionnaire is based on the purpose and training specifications of the physical education talents in the National Standard for the Quality of Undergraduate Teaching in Physical Education in Colleges and Universities,investigating the current education of physical education students.It is the fundamental task of moral education to cultivate the key competence of public-funded normal sports students under the background of double top construction,which enhances the professional development of physical education talents with the necessary character and key ability to meet the needs of personal lifelong sports and social development.Under the background of “Double First-class”,subject discipline,as a constituent of colleges and universities,has become the core motivation to achieve “Double First-class”.In recent years,key competencies have been the buzz words especially after the advent of the framework system of the Core Competencies of China Student's Development.Professor Lin Chongde pointed out that the Core Competencies of China Student's Development is an in-depth answer to the question of what morality educationis and what kind of people it cultivates.Cultivating the core competencies of students majoring in physical education under the "Double First-class" construction background is the fundamental task of implementing the morality education and improves the professional development of students in physical education to equip them with the necessary character and key ability to meet the needs of personal lifelong development and social development.The research ideas of this paper are as followed.Firstly,analyze reasons why there is such a gap according to data analysis from questionnaires that were concocted to survey the current situation of students majoring in physical education.Secondly,analyze the ought-to-be situation of students majoring in physical education under the background of “Double First-class” and “Morality Education and Talents Cultivation”.Thirdly,according to method of literature,comprehensively and deeply analyze the basis for core competencies cultivation of students majoring in physical education under the “Double First-class ” background.Besides,Using the literature method and comparative analysis method,the key competence framework system developed by the Organization for Economic Cooperation and Development,the European Union,UNESCO,as well as Singapore,the United States,Australia and other countries is analyzed.The first-level indicator dimension attribution is found,and the top-level dimension of core literacy of physical education students is designed by expert interview method.Finally,According to the relevant expert opinions,the key competence of physical education students under the background of double top construction,3+N,was determined based on the three top-level dimensions:1.The sports development dimension includes five core elements: sports habits,athletic ability,independent learning,skill formation,and physical education.2.The sports humanities dimension includes four elements: sports spirit,sports appreciation,humanistic accumulation,and humanistic messengers.3.The social responsibility dimension includes six core elements: social adaptation,lifelong sport,health orientation,professional guidance,social guidance,and national identity.
