In recent years,with the continuous improvement of people's living standard and the upgrading of residents' consumption structure,people's demand for high-quality education has been growing day by day.In particular,education in the compulsory education stage is increasingly becoming the focus of the people's attention.To realize better education has become a new mission of education reform and development.But due to historical reasons,unbalanced social and economic development,and all relevant education system,the influence of such factors as Nanan,and other cities in China,there are urban and rural compulsory education school educational condition,teacher level,financial input and education quality gap bigger problems,urban and rural compulsory education is not balanced phenomenon gradually emerges.As the main body of promoting the balanced development of urban and rural compulsory education,local government plays a key role in realizing the balanced development of urban and rural compulsory education.Therefore,it is of great theoretical and practical significance to study the government behavior in the balanced development of urban and rural compulsory education.This paper uses the methods of literature research,case analysis and comparative research from Nanan promote urban and rural compulsory education balanced development policy,increase investment in compulsory education funds,the positive equilibrium configuration of urban and rural teachers,strengthen organizational leadership and supervision evaluation aspects analyzes the Nanan promote the present situation of the compulsory education balanced development between urban and rural areas.Over the years,Nanan constantly make efforts on compulsory education balanced development between urban and rural areas,from development mechanism,financial input,faculty,and certain achievements have been made in the aspects of education quality equilibrium,but also there is a financialinvestment is not balanced and unbalanced education resources allocation and compulsory education balanced development policy three aspects such as the lack of operating conditions and hard Numbers.In this paper,using the general equilibrium theory,education equity theory and the theory of government function from the policy level,economic level and social level of Nanan existed problems in the urban and rural compulsory education balanced development reason analysis,this paper argues that the city and countryside dual structure system of barriers,excessive decentralization of the financial system in compulsory education,the acceleration of urbanization and lack of enthusiasm of local government are in Nanan the deep reasons of the urban and rural compulsory education development is not balanced.Finally papers in Miluo city in Hunan province and Shijiazhuang in Hebei province and other regions for reference to promote urban and rural compulsory education balanced development on the basis of experience,put forward the Nanan shall establish balanced urban and rural education resources allocation mechanism,broadening the channels for rural schools to obtain high quality education resources,improve the system of compulsory education balanced development of the related.
