In the 1970 s and 1980 s,with the rapid economic development of Japan,Germany and other countries,the position of the United States as the world's hegemonic is facing challenges.The federal government urgently needs to return the United States to the world's exclusive position through reform.Education reform has become one of the means for the United States to promote social development and improve international competitiveness.Secondary education plays a connecting role in the whole education system and is an important factor in the success or failure of education reform.Since the 1980 s,there have been three major reforms that have had an important impact on the development of American Secondary Education: in 1983,he National Commission on Excellence in Education of the United States published the report “A Nation at Risk”,which combed the current educational problems faced by the country with a strong sense of crisis,and proposed five aspects: teaching content,standards and requirements,leadership and fiscal support,time arrangement,and teachers put forward suggestions for education reform;in 2002,the Bush administration promulgated the act:“No Child Left Behind”,which promotes education equity,improved the evaluation and accountability mechanism,improved academic achievements and teacher quality,and promotes the excellent and fair development of secondary education;in 2015,in order to alleviate the negative impact of the No Child Left Behind in the implementation process to further promote the high-quality and fair development of secondary education in the United States,the Obama administration promulgated the “Every Student Succeeds Act”,improved the evaluation and accountability mechanism,implemented a variety of evaluation methods,helped all students achieve success,further promoted the fair and excellent development of secondary education,and promoted the common development of students' academic quality and abilities.Combing and studying the above three important reports and bills can be found,we can find that since the 1980 s,the American secondary education reform has presented a common trend: seeking balance in the federal and state education power,helping each student to achieve ability development and academic progress,promoting the excellent and fair development of secondary education is the overall pursuit of the education reform in this period.This appeal is consistent with the goal of fair,quality and diversified development of China's current secondary education,and its specific measures of attaching importance to the core curriculum,strict curriculum standards,education equity,improving the evaluation and accountability mechanism and attaching importance to the quality of teachers also have a lot of inspiration for China's current secondary education reform: to create a unified and flexible education evaluation mechanism,balance theory The relationship between students' study and ability can broaden the connotation of academic achievement,narrow the gap between students' study and allocate educational resources reasonably to promote the fair development of secondary education,and promote the improvement of teachers' quality by means of improving teachers' status and strengthening teachers' training.
