Mathematics is a basic subject, which has an important role in the education system of all countries. With the concept that "Mathematics equals opportunity" is widely accepted, mathematics education is not only related to the national comprehensive competitiveness of science and technology but also as a issue of educational equity that is related to personal development and prospects. In the United States, the reform and development of mathematics education was in order to cultivate scientific talent. But since the 1980s, the equity of mathematics education was given more attention.
