Since the 18th National Congress of the Communist Party of China,the "Opinions on Comprehensively Deepening the Reform of the Construction of Teaching Staff in the New Era" and the "Action Plan for Teacher and Education Promotion(2018-2022)"issued by the Ministry of Education in 2018,which make a top-level design and overall planning for the professional development of teachers from the perspective of national strategy and the mission of teachers,have provided national strategic support for strengthening the construction of the teachers and have pointed out that it is necessary to study and improve from the policy formulation and education management mechanisms in the primary school.Against the backdrop of "Internet plus education" in this era,traditional education concepts,teaching methods,and teacher 's educational technology capacity have been unable to meet the actual needs of current education.Taking the cultivation of innovative thinking of elementary school students and technical talents as the connotation and requirement is the main strategy and approach for cultivating technological innovation-based talents in societies of all countries,which puts forward a higher level of requirements on how to promote and develop the educational technology capacity of elementary school teachers in terms of direction and specific standards.With the New Public Management theory as the theoretical basis and the reform of the improvement of primary school teachers' educational skills as the research object,the study uses the core essence of the theory such as customer-oriented,introduction of market competition mechanism and learning management from enterprise to deeply analyze the status quo and problems of the improvement of primary school teacher's educational technology capacity and explores its specific improvement strategies in management and application ways.From the perspective of the New Public Management theory,the paper analyzes the current status of the teacher's educational technology capacity of W Primary School in Wuhan to find out the problems in this aspect and the their causes,and then puts forward strategies and approaches to improve,which is conducive to promoting the reform of basic education and improving the professional competence of primary school teachers in China.This research is innovative and provides some guidance and enlightenment for the research and practice of teacher's educational technology capacity in primary school in China.
