Due to their special geographical location,national central cities are often integrated transportation hubs in their urban agglomerations.Because of its level of economic development,political influence,overall education level,medical level,and social and cultural level,it can form a radiation effect on regional development;industrial clusters drive the gathering of talents,and through the gathering of talents,improve technological innovation in the region.The ability and the level of competition in the industry attract more quality industries and the establishment of corporate headquarters.Recycling and reciprocating,ultimately realizing the development of the city itself,driving the development of the entire region.In the new historical period,the huge productivity generated by technological innovation has far exceeded the investment-driven and export-oriented economic drive and has become a strategic force for regional development.Therefore,the differences in inter-regional technological innovation capabilities can easily lead to differences in inter-regional economic development.Since the 19 th National Congress,in order to gather talents,cities have introduced relevant policies,attracting more high-quality talents at home and abroad from the aspects of talent introduction,talent guarantee,talent incentives,talent training and talent flow.R&D talents,as the core strength of technological innovation,reflect the differences in the ability of a city in terms of technological innovation.Therefore,in the new development opportunity period,the aim is to enhance the overall technological innovation capability of Chongqing through the construction of the R&D talent team.This paper adopts research methods such as literature research,comparative research,and statistical analysis,and uses SPSS21 software to standardize the relevant data of China Statistical Yearbook,China Science and Technology Statistical Yearbook,and China Labor Statistics Yearbook 2013-2018.The nine major national central cities in China have been vertically and horizontally compared with the three dimensions of R&D talents in terms of scale,structure,and technological innovation capabilities,in order to reflect the R&D of the nine national central cities in different regions.The similarities and differences of the talent team.Based on the problems existing in the R&D talent team in Chongqing,this paper explores the causes of the problems from the perspective of public administration,compares the differences in talent policies among the central cities of each country,and draws on advanced experience to propose countermeasures and suggestion for the construction of R&D talents in Chongqing.
