"Improving the scientific and cultural quality of the whole people and creating a social environment conducive to scientific and technological innovation" is the prospect and requirement for the country's future science and technology proposed in China's "National Medium-and Long-Term Science and Technology Development Plan".In the report of the 19 th National Congress,China has put forward the pace of accelerating the construction of an innovative country.It requires us to aim at the forefront of the world's science and technology,strengthen basic research,and achieve breakthroughs in forward-looking basic research and leading original achievements.Strengthen the construction of a national innovation system,strengthen strategic and scientific strength,advocate a culture of innovation,and strengthen the creation,protection,and use of intellectual property.How to achieve the strategic goals set by the state is fundamentally to cultivate talents with scientific literacy.Based on this problem,the author explores the training of scientific and technological talents through the empirical investigation of the scientific literacy of primary school students in Tongzhou District,Beijing,and proposes countermeasures to solve this problem.This paper is divided into five parts.The first part is the introduction.The article summarizes the article from the research background and significance,research content and ideas,research methods and difficulties.The second part mainly discusses the basic theories and related concepts about scientific literacy at home and abroad.The third part analyzes the status quo and existing problems of scientific literacy cultivation in primary schools in Tongzhou District of Beijing by means of questionnaires,interviews and case analysis.The fourth part of the author uses the comparative research method to compare the scientific literacy training programs and models of primary and secondary school students at home and abroad,so as to provide a reference for improving the scientific literacy of Chinese primary school students.The fifth part is to propose policy countermeasures for the problems arising from the scientific literacy training of primary school students.
