As an important part of the modern service industry,the human resources service industry plays an important role in optimizing talent allocation,promoting employment and driving economic development.The 19 th National Congress of the Communist Party of China proposed to accelerate the development of modern service industries and foster new growth points in areas,such as human capital services.This is the first time that China has raised human capital to a strategic level and will bring great development opportunities to the human resources service industry.In recent years,the human resources service industry has shown a rapid growth trend.The industry scale is huge,the development momentum advances.However,the quality of development is uneven.There are many low-end businesses such as personnel outsourcing and labor dispatch,but few high-end service fields such as talent search,talent assessment and management consulting.Therefore,it is necessary to study the high-end business development and service innovation process of human resource service enterprises for the future development of the entire human resource service industry.However,at present,most of the researches study the innovation mechanism and future development trend of human resources in the macro level and industrial level,while the researches on how to achieve the innovation in the enterprise level are still insufficient.In addition,most of the researches on service innovation of human resource service enterprises(consulting industry)focus on the influencing factors of service innovation of enterprises in a specific period and project,and there is almost no research on the dynamic change process of service innovation.In the context,this essay chooses human resource service enterprises as the specific research object,analyzes the influencing factors and the process of human resource service innovation,and make a new exploration on the process of human resource service innovation.Based on the grounded theory,this paper used the method of case study to collect 112,818 words of written materials and encode in three levels to extract the main category and core category of the research.It is found that the influencing factors of human resource service innovation are internal dynamic factors(human resource factors,strategic management factors,technical factors and organizational factors),external actor factors(industry factors and customer factors)and external environment factors(government factors and times background factors).Then,based on the theory of enterprise life cycle,this paper proposes the enterprise development stage: initial stage,survival stage and transition stage,and explores the influence process of service innovation of human resource service enterprises at different development stages.In initial stage,NormStar has changed from a pure academic research into a market-oriented enterprise.The enterprise's innovation ability,insight into market demand and good market competitiveness are the important reasons for its successful innovation.Macro policies and times also play a guiding role.In the survival period,NormStar realized the transformation from technology to service,and carried out business reform and service innovation guided by market demand.Meanwhile,the state-owned enterprise reform under the guidance of government policies also provided an opportunity for its successful innovation.In the transition period,NormStar has achieved the change of service concept from talent assessment to comprehensive talent management.Centering on the enterprise's vision and original heart and combining with the macro background of the new era,it carries out service innovation with a more forward-looking perspective.This essay studies the correlation between human resource service enterprises and service innovation,tries to analyze the influencing factors of service innovation in human resource service enterprises,and analyzes the process of action among various factors in different stages of enterprise development.Finally,it concludes the service innovation process model in human resource service enterprises.Although this essay conducts coding and data analysis strictly based on the grounded theory,there are still some deficiencies in the single case study,which need to be improved in future studies.
