In the past four decades,China has achieved miracles in economic growth through the Dongfeng of reform and opening up,but it also inevitably has problems such as overcapacity,distortion of industrial structure,widening income gap,and imbalance between physical and virtual economies.After China's economic development enters the new historical stage of the new normal,high-speed growth and one-sided pursuit of growth rate are no longer in line with the actual needs of China's future economic development,so the focus of academic circles on economic issues has shifts from the quantity of economic growth to the quality of economic growth.As an important part of the production factor,human capital is an important source of economic growth,and it plays an important role in promoting the sustained and stable development of a country or a region.This paper takes human capital,the quality of economic growth and the relationship between them as the main contents of the study.Firstly,the concept of human capital and the quality of economic growth is defined on the basis of combing domestic and foreign literature.Secondly,the mechanism of human capital affecting the quality of economic growth is theoretically analyzed.Thirdly,based on the panel data of 30 provinces(except Hong Kong,Macao,Taiwan and Tibet)from 2001 to 2015,the comprehensive index of human capital and economic growth quality is calculated and analyzed by using the principal component analysis method through constructing the index system.Fourthly,the mechanism of human capital affecting the quality of economic growth is analyzed theoretically.Then the spatial econometric model is used to analyze the impact of human capital level on the quality of economic growth in the province and the spatial spillover effect on the adjacent provinces.Combining theoretical and empirical analysis,this paper draws the following conclusions: the gap between the human capital level in underdeveloped areas,especially in the western areas and in the eastern developed regions is obvious,and the human capital level in the northeast region declines significantly during the research period;the quality of China's provincial economic growth shows a very imbalanced feature,especially the gap between the economic growth level of the eastern and western regions is particularly significant;the improvement of human capital level has a significant role in promoting the quality of economic growth in the province,but it is not conducive to the improvement of the quality level of economic growth in neighboring provinces.Finally,it summarizes the analysis of this paper and puts forward some feasible suggestions and prospects.
