To maximize the achievements of a university,guarantee its orderly development,it is pivotal to emphasize the importance of the university's financial management.In nowadays universities,the focus of financial management has gradually shifted to financial services: as an important education media via the concept of “educate through service,educate through management”,melioration of financial service systems,together with the improvement of its service quality,will eventually lead to an improved efficiency of financial management.It is thus an important topic for financial management in universities to address such question: according to the approach the local universities has taken towards student-oriented development,by which means should the university utilize to construct a financial service system that centered on the needs of students,and therefore to improve the quality of financial services.From the perspective of dedication in developing students on morals and abilities,this paper combines the theoretical foundations of Student Development theory,the New Public Service theory,and Customer Satisfaction(CSAT)theory to conduct research with literature review and interviews methods.160 students from local universities in Wenzhou are sampled in this research,and interviews on financial services in Wenzhou local universities were conducted via the perspective of students' needs.By collating and summarizing the interview materials,this paper narrates the status quo of financial services in local universities in Wenzhou,and identified the following problems: lack of service channels,unclear rights and responsibilities between service subjects,insufficient and superficial services,low efficiency,and unsatisfactory moral education effectiveness.The causes of these problems are as follows: under-optimized service system,deficient service supervision,difficulty in forming an effective improving mechanism,flawed service-related policies and systems,service unawareness in staff,and poor quality of the service team.After analyzing the problems and causes above,the author proposes four solutions: student service informatization,melioration of student service management and supervision mechanism,improvement of related safeguard mechanisms for student services,and specialization of student service teams.
