In order to solve the problem of after-class nursery of primary school students,under the guidance of the “Guiding Opinions of the General Office of the Ministry of Education on Doing a Good Job in the After-class Services of Primary and Secondary School Students”,city primary school students' after-class nursery has been widely promoted.It is leaded by the government and hosted by the school.It is aimed at all students with nursery needs.Through the development of a variety of activities,they can be fully developed and socialized within the time period after the class arrives at the parents.However,as an education and livelihood project,it did not achieve the expected effect of the policy.Based on the principal-agent theory,this study used the literature research method and the investigation research method to conduct an in-depth investigation on the after-class nursery of X primary school in G city.The survey found that it not only reduced the burden for a small number of families,but also promoted the development of a small number of students,but there are still four typical problems,the concept of nursery is biased,the available resources are limited,the organizational form is single,and the effect is not satisfactory.The emergence of these problems can be attributed to three reasons: the imperfect contract system,the imperfect incentive and restraint mechanism,and the information asymmetry between the government and the school and between the parents and the school.Firstly,the goal of the contract system is not refined,which leads to deviations in the concept.The lack of extra-curricular resources in the contract system leads to limited resources available.The content of the contract system is not clear and the school responsibility is not clear,resulting in a single form of nursery.Secondly,the incentive mechanism is imperfect.The content is single.The imperfect constraint mechanism affects the nursery effect.The third is that the information asymmetry between the government and the school leads to the lack of supervision,and the information asymmetry between the parents and the school affects the nursery satisfaction.To solve the problems and optimize the after-class nursery,we must not only improve the contract system,ensure sufficient and stable supply of resources,but also improve the incentive compatibility mechanism to ensure that the nursery organization is diversified,reduce information asymmetry,and multi-party coordination to ensure nursery effectiveness.Firstly,refine the custody objectives,enrich the custody content,improve the relevant input terms,and integrate multi-party resources.Secondly,improve the incentive mechanism,enrich the nursery organization form,improve the supervision and evaluation mechanism,and ensure the diversification of nursery.Thirdly,correct the deviation of ideas and enhance mutual Communicate,play the role of the government,and promote multi-party synergy.
