The intensification of the population and the implementation of the comprehensive two-child policy not only drastically increased the overall care demand of the family,but also further improved the role of the comparators in the family field and increased the difficulty of working-family balance.At present,the lack of supply of care services in China,structural imbalance and low quality have become the main problems faced by many families,especially caregivers.The contradiction between the supply of care services and the demand has become a fundamental problem that restricts the labor participation of caregivers and affects work life.In the face of work-family balance anxiety,it is necessary not only to supplement the short service of service,but also to include it in the basic public service system,to systematically plan from the height of system construction,prevent it early,and solve it.Therefore,studying the heterogeneous impact of family care on labor participation can not only reflect the caregiver’s work-family conflict from an objective level,but also appeal to the society to pay attention to a series of problems brought about by family care.The purpose of this paper is to examine the impact of family care on labor participation,and to further explore the heterogeneity of this effect in terms of gender,age,education level,and household registration,which not only helps to accurately assess the value contribution of family care activities,but also It is helpful to analyze the causes of the dilemma of the caregiver’s work and family balance from the root cause,clarify the differences and policy needs within the caregiver group,provide theoretical and empirical basis for the construction and optimization of the family care support system,and achieve maximum policy guarantee.The distribution policy dividend provides a direction for adjustment.First of all,this paper clarifies the relationship between family care and labor participation through the combing of relevant research status at home and abroad.Based on theoretical analysis,it demonstrates the mechanism of family care and labor participation conflicts,the influence of family care time on working time distribution and the theoretical choice direction of family care support policy;it points out that family care has a restraining effect on labor participation;The impact of care on labor participation may have a scientificbasis for heterogeneity at the gender,age,education level and household registration level,which lays the foundation for empirical research.Secondly,based on the 2012-2016 China Household Tracking Survey data,this paper uses the discrete selection Probit model,the linear probability model OLS combined with the instrumental variables to control the model endogeneity,and examine the impact of family care on labor participation.The results of the study indicate that family care can significantly reduce the probability of labor participation and working time.At the same time,in order to examine in depth the possible heterogeneity effects,this paper further compares the gender,age,education level and household registration level through group regression,and points out that the influence of family care on labor participation is heterogeneous.The specific manifestation is that family care has a greater negative impact on the labor participation of women,middle-aged and elderly people(40-49 years old),low-education groups and urban caregivers.Finally,based on theoretical analysis and empirical research results,this paper summarizes the three points of policy inspiration: First,to fill the short service of care services;Second,to protect the rights and interests of caregivers;Third,we must pay attention to the differences in policy objects.Based on this,the following three policy recommendations are proposed:(1)Improve the support policy for child care and old-age care for the caregiver,including establishing a system of child-raising system,improving child-care services;improving the system of old-age care and strengthening care services.(2)Enhance the protection of the legal welfare system and empower the caregivers,including the introduction of a legal system to safeguard the basic rights and interests of caregivers;enhance economic welfare,make up for the economic loss of caregivers;optimize employment policies to meet the work needs of caregivers.(3)Pay attention to the development of special policy objects and achieve precise guarantees,including attention to the policy needs of women,middle-aged and elderly(40-49 years old),low education level and urban caregivers,and promote the sustainable development of policies. |
