The "double-typed qualities" teachers are the core link of improving the quality and efficiency of the construction of vocational teaching staff.The rationality and effectiveness of the qualification certification standard are not only the important guarantee to improve the quality of the teachers in vocational education,but also the important grasp of the scientific management of the teachers.Therefore,it is necessary to formulate scientific and feasible standards and management methods for the identification of "double-typed qualities" teachers,to ensure the effective implementation of the practical mechanism of accreditation,and to promote the regular operation of the work of qualification determination.It is an important way to enhance the overall quality of "double-typed qualities" teachers,and also a key link to realize the strategic goal of vocational education modernization.The establishment and implementation of the "double-typed qualities" teachers' qualification standard is an important part of the construction of vocational education teachers.At present,it does not have the national level "double-typed qualities" teacher qualification authentication standard."Double-typed qualities" teacher qualification unified authentication path flaw causes the teacher standard to exist certain difference,and it is also an important issue in the construction of double-qualified teachers in our country.Therefore,how to further improve the overall quality of the "double-typed qualities" teachers,and how to systematically construct the qualification certification standard system of "double-typed qualities" teachers in secondary technical vocational schools is a key and important issue.This paper based on the theme of the construction of the qualification standard system of "double-typed qualities" teachers,use of the literature,comparative analysis and case study method to analyze of the design and formulation of the qualification certification standard of "double-typed qualities" teachers in secondary technical vocational schools,as well as the characteristics of the standards,etc.It also points out that the threshold of the lower qualification standard for part-time teachers in the construction of the qualification standard system of "double-typed qualities" teachers,the loose requirement of the practice experience of the teacher enterprise and the imperfect system of the teacher qualification recognition.Through the comparative analysis of the professional standards of teachers in vocational schools of some developed countries,the requirements and paths of teachers undefined qualification determination,and the relevant incentive systems of teachers,etc.This paper puts forward systematic countermeasures and suggestions to the construction of the qualification certification standard system of the "double-typed qualities" teachers.In order to promote the systematic construction of the qualification standard of "double-typed qualities" teachers,the beneficial experience of the construction of teacher qualification standard in developed countries of foreign vocational education should be used for reference.This study puts forward some optimization strategies,such as perfecting the qualification certification standard of "double-typed qualities" teachers in secondary technical vocational schools,perfecting the qualification recognition system of "double-typed qualities" teachers in secondary technical vocational schools,and promoting the guarantee conditions of "double-typed qualities" teachers undefined qualification system in secondary technical vocational schools.This paper hopes to provide advice and reference for the construction of the qualification standard system of "double-typed qualities" teachers in secondary technical vocational schools.
