Since the 1970 s,many countries have been facing the serious problem of the declining quality of education. Many countries led by the United States have begun a new round of curriculum reform based on curriculum standards. As a guiding document for teacher development, teaching design and curriculum implementation, curriculum standards have begun to attach importance to the importance of standards in curriculum reform in various countries. Therefore,an effective grasp of the relationship between textbooks and curriculum standards is conducive to the promotion of curriculum implementation. Therefore, this paper takes the content field of "number and algebra" in primary and secondary mathematics textbooks of Peoples Education Press and Beijing Normal University Press as the research object, and analyses the characteristics and reasons of the consistency level between grade 4-6 mathematics textbooks and curriculum standards. This study focuses on the consistency between primary school mathematics textbooks and curriculum standards, and takes the content of "number and algebra" in primary school mathematics textbooks of Grade 2(Grade 4-6)of Peking Normal University Edition and Peking Teachers Edition as an example to analyze the consistency between textbooks and curriculum standards. This research will be carried out in two ways: first, using the localized modified SEC model as a tool for consistency analysis, forming a two-dimensional matrix of "learning content theme" and "cognitive level".Then, proportionality data will be generated from the judgement made by experts and teachers in the areas where the textbooks are used, and consistency will be measured according to the matching degree of the two-dimensional matrix. The second is to conduct semi-structured interviews with the compilers and teachers of Peking Teachers' Edition and Peking Teachers' Edition so as to explore the factors affecting the consistency between teaching materials and curriculum standards, and to give scientific and reasonable suggestions. This study is divided into five parts.Firstly, the introduction elaborates the research background, research problems, research objectives and significance, core concepts and related literature review of the consistency between primary school mathematics textbooks and curriculum standards. The second part is mainly about the collection and collation of research ideas, research methods, research tools and research materials.Among them, the research methods will elaborate on the transformation of SEC model, the encoding of curriculum content of textbooks, and the process of data statistics and interview data collation. The third part is a detailed and in-depth analysis of the data and data, which is an important part of the study, and also a key link to solve the problems raised in the paper, draw conclusions, and give constructive suggestions. It is the most important chapter of this study. The fourth part is to analyze the reasons for the consistency between textbooks and curriculum standards through the analysis of research data and interviews. The last part is a summary summary of the research results, and puts forward suggestions to improve the quality of primary school mathematics teaching materials.
