It has been nearly 20 years since the new round of curriculum reform,and now it has entered the core stage.The curriculum standards of various sections and various disciplines are also in the revision stage.The implementation of curriculum standards has always been a problem in practice,now it is more urgent.This research is based on an important concept advocated by the new curriculum reform – based on standards,and aims to study the implementation of curriculum standards at the district level,so as to promote the process of standards-based teaching at the district level.This study focuses on the role of local teaching and research institutions in the implementation of curriculum standards and how to play this role.Based on the above considerations,this study mainly adopts the methods of literature review and interview for research.After collecting the texts of functional regulations,future development plans,project research tools,survey data,subject teaching guide and subject teaching manual in X district,reclassify and read them,so as to have a preliminary understanding of how X district promotes the transformation and implementation of curriculum standards.Then,supplemented by interviews with teaching and research staff in different disciplines,it further clarifies the specific practice of refining and implementing curriculum standards in X district and the feelings of teaching and research staff.The research found that from the curriculum policy to the curriculum understanding,the X district mainly promotes the teacher's understanding of the curriculum standards by developing a framework for refining the curriculum standards.Looking at each curriculum change since the founding of New China is accompanied by the revision of the curriculum standards(syllabus).Thus,the importance of the curriculum standards is obvious.The teacher's misunderstanding or lack of understanding of the curriculum standards is one of the important reasons why the curriculum standards cannot be implemented.Therefore,the development of the refined curriculum standards in the X district is conducive to teachers' correct understanding of the curriculum standards;From the understanding of the curriculum to the operation of the curriculum,the X district mainly guides teachers to standardsbased teaching through the development of teaching paradigms.The curriculum standards are finally implemented on the students to be truly implemented.The X district promotes teachers' standards-based teaching through the development of teaching paradigms.Promote the understanding of teachers and translate them into students' understanding;in addition,X district provides feedback for the implementation of the curriculum through perfect evaluation mechanism,and evaluates the role of “baton” in curriculum reform.X district adopts regular evaluation and daily testing through perfect evaluation mechanism.Means to provide feedback on course implementation;and X district exploring a new teacher training model to provide a guarantee for the role of teaching and research institutions.Without the development of teachers,there is no curriculum development.The role of teachers in curriculum implementation is crucial.X district explores new teacher training models as teaching and research institutions provide assurance.Through the analysis of the above research conclusion,the understanding from the perspective of academic institutions curriculum implementation,first of all,the curriculum standard of refinement is the first task of teaching and research institutions to implement curriculum,teaching and research institutions in the new curriculum reform in the curriculum implementation need to adhere to the ‘based on the standard',in the curriculum standard is the main basis of the research institutions to carry out the course,so the research institutions need to refine curriculum standard;Secondly,the explicitly oriented classroom teaching model promotes the implementation of national curriculum.The curriculum understood by teachers will not be directly transformed into the actual classroom teaching.Thirdly,multi-subject evaluation provides evidencebased feedback for curriculum implementation.The implementation of national curriculum needs to be adjusted according to practical problems,and the implementation of all levels should be ensured through evaluation.Fourth,teachers' status should always be paid attention to provide a solid guarantee for curriculum implementation.Without teachers' development,there will be no curriculum development.Therefore,teachers' status should be paid full attention to in curriculum implementation.Therefore,it is necessary to rethink the role of teaching and research institutions in curriculum implementation.First,we should always adhere to the curriculum standard as the outline and refine the curriculum standard into the classroom.National curriculum standard is a programmatic document of curriculum reform,which is what educators must adhere to in curriculum reform.Second,improve the teaching paradigm and promote the implementation at the school level.The teaching paradigm is helpful for teachers to realize standards-based teaching.Teaching and research institutions need to continue to improve the teaching paradigm and mobilize the research and study at the school level to promote the implementation of curriculum standards at the school level.Thirdly,the evaluation criteria should be clarified to realize multi-subject evaluation.The evaluation should also be based on the criteria,teachers and students should be encouraged to participate in the evaluation process.Fourth,promote the training close to the actual needs of teachers,improve the feedback mechanism of teachers,and promote the content and form of training to be close to practice,and always adjust the teacher training according to the feedback of teachers.
