For a long time,our country has made great efforts in the recruitment of high-level talents.Firstly,the country has formulated the repatriation plan for high-level talents from the strategic level,especially for overseas students,secondly,the government departments at all levels have also formulated their own plans for talent introduction.Finally,many companies and units are willing to pay a lot of money to bring in professionals.Under the background of rapid economic and social development and fierce global high-tech industry competition,it is of great practical significance to study the problem of the recruitment of high-level talents.This paper takes Zhuji city as the research object to study the problems and countermeasures of its high-level talent introduction.The first chapter is the background and significance of the research,reviews the domestic and foreign research literature on the recruitment of high-level talents,and gives the technical route and method of this paper.The second chapter gives an overview of the definition of high-level talents in China and the introduction policy.It also describes the theoretical basis of this study,including SWOT theory,human capital theory.The third chapter analyzes the current situation of the introduction of high-level talents in Zhuji by using SWOT model.The fourth chapter finds the problems of the introduction of high-level talents in Zhuji city.The employer is not very conscious;Lack of standards for talent screening;Input-output is not proportional.The causes are summarized and analyzed.Follow-up services are relatively weak;Policy publicity needs to be strengthened;Incentives are not mature enough.The fifth chapter puts forward the measures to accelerate the introduction and breeding of high-level talents in Zhuji city: To perfect the policy system and guarantee it by laws,regulations and coordination;to improve policy implementation and give support by funds and services.to strengthen the appraisal system and establish a mechanism for talent and project appraisal to ensure effective recruitment and education.Chapter 6 gives a summary of the whole paper.
