With the development of modern basketball in the direction of standardization,professionalism and scientificization,the status and role of basketball referees as one of the three core elements of basketball(basketball players,coaches and referees)are increasingly prominent,and their own qualities as well.The diathesis,ability and penalty level affect the fairness and impartiality of basketball.The government provides public sports services and products,and it is also a manager.The training and management of basketball referees in Qinhuangdao City requires the full attention and scientific management of the relevant functional departments of Qinhuangdao Municipal Government to play its important leading role.This paper takes Qinhuangdao basketball referees as the research object,and uses literature review,questionnaire survey,expert interviews,mathematical statistics and other methods to analyze the development status,training and management status of basketball referees in Qinhuangdao City,and the status of basketball referee guarantee conditions.Many peoblems affected lots of aspects have been discovered.The basic structure of basketball referees in Qinhuangdao City needs to be optimized,the knowledge structure needs to be improved,and the quality of business needs to be strengthened.Also the re-learning is weak,the management model needs to be improved,the training system needs to be improved,and the reward and punishment system needs to be established.The competition system needs to be improved.Based on the results of data analysis,this paper refers to the advanced experience and theoretical knowledge both at home and abroad,and strengthens the leadership attention,perfects the training system,optimizes the age structure,enriches relevant skills,reforms the evaluation system,and improves the competition system.The relevant government departments have put forward corresponding policy recommendations.Providing a more complete and scientific theoretical basis for the training and management of basketball referees in Qinhuangdao City.
