"Double First-rate" Policy Research From The Perspective Of Educational Equity

With the advent of the era of knowledge economy and the strengthening of the trend of economic globalization,the competition of comprehensive national strength put more emphasis on the function of talents and high-tech,therefore,creating first-class universities and cultivating high-tech talents is on the rise around the world.In order to adapted to the world development trend and to take advantage of the new round of international competition,and to revise the "211","985" and other "key construction" policies at the same time,the policy of "Double First-rate" came into being.As the most important public policy in the field of higher education in China,the policy of "Double First-rate" is an important adjustment to the allocation of higher education resources in China,which will greatly influence the development pattern and trend of China's higher education.Therefore,making a systematic analysis of the policy of "Double First-rate" is helpful to grasp the development trend of higher education in China,and is of great significance to explore the path of rejuvenating the country through science and education.According to Dunn's theory,the analysts of public policy need to provide information on policy-related facts,values and actions,and the precondition of making value judgments and providing action recommendations is forming a scientific and reasonable value standpoint.Combined the commonality of public policy and the inherent attribute of the development of higher education,this research formed the educational equity angle of view,and based on educational equity theory and analysis framework to systematic review the policy options and implementation of the policy of "Double First-rate",and made some related suggestions.There are five parts of this research.The first part is foreword,which introduced the background and meaning of the selected subject.By combing the literature of educational equity and "Double First-rate" construction,this research found that there existed the problem of unclear or mixed concept of educational equity in the relevant studies in China,and there is no empirical policy research oriented by theory in the related research of "Double First-rate" construction,which provided a beneficial opportunity for this research,and helped to identify the research direction.On this basis,the research definition and research method of this study are formed.The second part includes the first chapter of the text.This part is the the theoretical starting point of the research,which determined and clarified the connotation of "educational equity" in this research by making the theoretical interpretation of "educational equity",and constructed a theoretical perspective and framework for the analysis and value judgment of the "Double First-rate" policy.The third part includes the second and third chapters of the text.This part is mean to provide factual information on the "Double First-rate",the factual information is mainly divided into two parts: policy formation and follow-up.By summarizing the history of the formation of the "Double First-rate" policy,the relationship between it and the former order policy,and the characteristics of the policy development,the second chapter made a detailed analysis of the formation of "Double First-rate" policy.The third chapter followed up the implementation of "Double First-rate" policy by interpreting the policy texts,following up the implementation process and analyzing the policy response.The fourth part includes the fourth chapter of the texts,which made a value judgment of "Double First-rate" policy,and provided policy-related "value" information.Based on the mentioned "educational equity" position,this part made a systematic analysis and review of the "Double First-rate" policy based on the analysis framework which includes internal equity and external equity of education.This chapter found two problems which affect the external equity of education that there existed severe Matthew effect of resource allocation in the implementation process of "Double First-rate" policy,and lack of procedural equity in the execution of policy,and found two problems which affect the internal equity of education that domestic colleges and universities in the vicious competition increased internal consumption and personal development of students is limited.On the basis of analyzing the problems,the fourth chapter made attribution analysis on three dimensions including forming policy content system,policy implementation and policy environment.The fifth part includes the fifth chapter.This part is mean to on the standpoint of protecting educational equity to make political recommendations for action from four aspects which includes the renovation of policy conception,the construction of policy supporting system,the improvement of policy instrument and the successively deepening the policy of "popularization of higher education".
