Equality is the eternal pursuit of mankind.Maine's "from identity to contract" is a profound insight into the pursuit of this ideal and the ultimate achievement.Equality is the ethical foundation of democratic politics,market economy and civil society,and is the cornerstone of modern society's maintenance and development.The issue of equality between men and women is a recent historical event and the core appeal and original intention of feminist theory.From slogan to movement,from macro to micro,and from theory to practice,this is the twist and inevitable course of pursuing from spontaneous to conscious.In addition to the utilitarian opening of Sparta's “only healthy women can have healthy children”,the exclusion and resistance of women's participation in sports has always been a historical norm.This position has been loosened with the development of the feminist movement.And legitimacy is denied by legislation that is formally "equality between men and women." High-level sports in colleges and universities is an important carrier for the training of sports reserve talents.It is an important connotation of the combination of learning and training,and is of great significance for the realization of lifelong sports.The development of women's high-level sports can not only improve the quality of China's sports power,but also play an important role in promoting gender equality in education and society.However,the inequality in the number of enrollment,project setting,event supply,and demand satisfaction in the development of women's high-level sports in ordinary colleges and universities in China is urgently needed to be solved through targeted top-level system design.Since the ninth chapter of the 1972 EducationLaw Amendment(hereinafter referred to as Title IX),the United States has gradually improved its legal system and effectively promoted the participation of women's high-level sports,constantly improving the level of protection of their interests and interests,and promoting women's high level for China.The diachronic and synchronic problems faced in the process of sports development provide ideas and references.This study uses literature data method,questionnaire survey method,comparative research method,expert interview method,Delphi method,and the equality of men and women in the perspective of feminist theory,especially the analysis path of “formal equality” and “substantial equality”.The inequality in the development of women's high-level sports in ordinary colleges and universities in China;It sorts out the background,content and effect of US legislation;discusses the basic principles of equality between men and women confirmed by international treaties;and puts forward corresponding promotion strategies for China's national conditions.The conclusions are as follows:(1)There are two main types of high-level sports in China's colleges and universities: inequality and substantive inequality;(2)There is a gap between the number of women and high-level women's high-level sports in China's colleges and universities,the number of teams,projects and events,funding and use,and the United States;(3)The promulgation and implementation of Title IX has a positive effect on American college education and competitive sports,and its implementation mechanism can provide reference for China.Based on the above conclusions,the corresponding promotion strategy is proposed: to construct the “Evaluation Index System for Equality of Men and Women in High-level Sports in Colleges and Universities in China” and to make corresponding legislative proposals to promote the equality of men and women in high-level sports in ordinary colleges and universities in China.
