Educational equity has always been a concern of the world and an important issue in the development of higher education.In order to promote the fairness of higher education,The need for higher education funding is increasingly prominent.With the popularization of higher education and the increasing number of poverty-stricken students,the actual effect of higher education student-subsidized policies in China can no longer meet the requirements of The Times,and the existing problems are gradually exposed.How to make every poor college students don't lose the chances of receiving higher education,promote equal educational opportunities,has become the important issue of the concern of the government and social public.The higher education student-subsidized policy of the UK is in the development of more mature and perfect in the world,by using the research methods of literature research,comparative research and historical research,this research explores and compares the student-subsidized policies of higher education in China and the UK,find out the existing problems in current student-subsidized policies of China,draw lessons from the successful experience of the UK's higher education student funding development,put forward feasible suggestions for improving China's higher education student-subsidized policies,promote the smooth progress of China's higher education student funding,and enable more students from poor families to obtain state funding and better complete their studies.The development of the student-subsidized policy of China's higher education has experienced a formative period,a period of exploration and reform,a period of development and a period of maturity.After more than 60 years of exploration and development,China has established a diversified and mixed student-subsidized policy system of higher education that integrates "Award,Grant,Loan,Work-study,Subsidy and Exemption + Green channel".The development of the student-subsidized policy of UK's higher education has experienced a formative period,a reform period and a mature period,is established in order to "Student Loans,and secondly Grants" multivariate mixed higher education student-subsidized policy system.Higher education student-subsidized policy between the two countries have experienced from university on "Free" to "Mixed Mode" process.They have gone through a process from "Nothing" to "Having" and from "Oneness" to "Pluralism".However,the forms of higher education student-subsidized policies in the two countries are different.China's current policies on student aid for higher education include National scholarships,National encouragement scholarships,National Grants,National Student Loans,Work-study Programs,Free education for normal university students,Tuition Waivers and Green Channels.Offer different kinds of help to students whose families are in financial difficulties.The current student-subsidized policy of higher education in the UK mainly focuses on Student Loans and Grants.The Tuition Loans and Maintenance Loans solve the problems of students' tuition fees and living expenses during their study.Various kinds of grants,such as Maintenance Grant and Disabled Students' Allowance,solve the financial difficulties for different types of college students.The policies of the two countries have similarities and differences in the subjects and objects of financial aid,the ways of financial aid,student loans and other aspects.Based on the comparative study of the content of higher education student-subsidized policies in China and the UK,it is found that both countries have distinctive characteristics in their higher education student-subsidized policies.Among them,the higher education student-subsidized policy of China has the characteristics of diversified financial aid mode,diversified financing channels,unified loan amount and repayment method.While the policy of the UK has the following characteristics: the Loan is the main form of financial aid,and the Grant is the auxiliary form;student loans are characterized by differential amount of aid,humanized repayment model,student repayment is linked to the tax department.There are some problems in China's current higher education student-subsidized policy,which mainly include: insufficient financial support,imperfect repayment system,and lack of management,educational function is not prominent enough.Drawing on the successful experience of the UK,our country should increase the aid intensity and broaden the aid channels;improve the repayment method and fund recovery mechanism of student loans;strengthen the management of student-subsidized policy in higher education;strengthen the "Educational Function".In this way,we can explore the future development direction of China's higher education student-subsidized policy,promote the smooth development of higher education student financial aid work,and promote poor students in colleges and universities to complete their studies smoothly.To create conditions for the realization of educational equity in China.
