It takes three generations to make a gentleman.Teachers have an important mission in the process of educating people.With the development of the times and the renewal of ideas,teachers need to continuously learn and increase their professional qualities.Therefore,teacher training is especially important for teachers.Since the founding of New China,the state has introduced different policies to ensure the orderly conduct of teacher training.Training aims to improve teachers' academic qualifications and professional competence.However,training lacks unified management and training effect is not good.To this end,in 2010,the Ministry of Education and the Ministry of Finance jointly issued a statement,deciding to implement the “National Training Program for Primary and Secondary School Teachers”(hereinafter referred to as the “National Training Program”)to comprehensively improve the quality of the teaching staff.The “National Training Program” elaborated on the project,training content,training mode and organization and management of training.After several years of implementation,the project has gradually enriched,the scope has gradually expanded,the number of teachers has gradually increased,and the training results have been remarkable.However,because the training is carried out by bidding,the execution ability of the institutions undertaking the training varies,which leads to the deviation between the effect and the goal of some projects in the process of implementation.At the same time,The Teacher Education Revitalization Action Plan(2018-2022)points that:it should establish and improve the support service system for the growth and development of rural teachers,carry out high-quality training for all rural teachers,and continuously improve the pertinence and effectiveness of training.This goal puts forward higher requirements for teacher training in the next five years..For this reason,it is of great significance to research on the implementation of the “National Training Program”.In addition to the introduction,this paper is divided into four parts.The first part mainly defines the related concepts,and elaborates the project objectives on which this paper relies,which serves as the basis of this study,and discusses the achievements of the project.The second part elaborates on the problems in the implementation of the training team's research project,through classroom observation and interviews with 12 teachers participating in training.,I can found out the problems existing in the course of the project,including the unreasonable curriculum setting,the imperfect training evaluation,the lack of follow-up tracking,the formalization of training assessment and so on.The third part is based on the discovery of problems,through interviewing with curriculum designers,combined with Smith process model the reasons are analyzed to find the basis for the subsequent strategy.The fourth part,aiming at the problems,puts forward suggestions to improve policy implementation from four aspects: policy itself,policy execution subjects,target groups and policy environment.
