Education is a fundamental task for the coming generation; teachers play a key role in education. With the development of the primary education reform, teachers play an increasingly important part. Our country attaches more importance to the training of teachers and continuously intensifies the training of teachers, especially teachers in villages. The backbone teachers in the rural area are the main force in promoting the development of rural education career. The level of their own professional development is closely related to the quality of education. The national training plan is thus proposed to promote the development of the primary and middle school teachers, especially those in the rural areas. The level of the teaching ability is a crucial element in determining a teacher’s professional development, which might in one sense move from the emphasis on the growth of individuals. It has become an inevitable problem that they will confront when it comes to the improvement of the teaching quality and education reform. It is also a dominant factor in promoting students" all-round development. Among all the subjects in the primary school, the language subject is a premise of studying other subjects well. The language teacher’s teaching ability plays a key role in this aspect. Therefore, it is of urgent need to cultivate the teaching ability of the Chinese backbone teachers in the rural areas.This paper aims at analyzing the training factors in influencing language teachers’teaching abilities in the primary school of the rural area via making a definition on the teaching ability structure of Chinese backbone teachers in the primary school combined with teachers’value appeal of the professional development by means of questionnaires and interviews. Based on the analyses, some training suggestions on enhancing the teaching ability of the Chinese backbone teachers are proposed.This paper is composed of six chapters: The first chapter is the introduction part which demonstrates why this paper takes form. It makes a brief review of relevant researches both at home and abroad; it analyzes the relevant concept and theoretical basis of the teaching abilities of Chinese backbone teachers in the primary schools of the rural area in the national training plan; it expounds the research plan of the this paper.The second chapter makes an analysis of the national training ability from the perspective of the value appeal of the teaching ability including the essence of the national training ability, the value of the promotion of the Chinese backbone teachers’ teaching ability in the rural areas, the function of the Chinese backbone teachers’ teaching ability’s promotion.The third chapter discusses the teaching abilities of the Chinese backbone teachers in the primary schools including the choosing ability, the class design ability, teaching implementation ability, teaching assessment ability and teaching research ability.The forth part analyzes the investigation of teaching ability training. Based on the questionnaire, interview and field observation, this part makes a summary of results of teaching ability training.The fifth part analyzes influencing factors, and the subjective and objective causes influencing the teaching ability training are drawn out. The subjective causes consist of two aspects. One is that trainees don’t completely comprehend "National Training Plan" and their self-development, the other is that they do not have specific motives when participating in the training and their attitudes are not clear. Objective causes include tight training schedule, heavy training duty, unrealistic content and lack of participation during the training.The sixth part aims at changing present situations from two main aspects.1) on the conscious level:to make teachers and education administrative departments have a profound understanding of "National Training Plan"; the training institutions should focus on teachers’ professional development; trainers should be conscious beings when taking part in the training program; trainers should raise their consciousness as teachers.2) on the practical level:to build a good selection system of backbone teachers; to adhere to the combination of theory with practice; to open up practical training courses; to promote the teaching ability of Chinese backbone teachers.
