Resource-based city is a country or region important raw materials and energy output,many countries or regions on the natural resources exploitation,due to its rapid economic growth,at the same time bring profound attention to the resources city should also be facing in the process of development of development bottleneck problem.Relative to the natural resources,human resources can be regarded as the first resource in the development of resource-based cities,and to the transformation of resource-based cities in the economic growth has a stronger role in promoting.This paper,first of all,from the resources city and human resources development and the related theory of knowledge as a starting point,the research status both at home and abroad,after the oil as the main resource in xinjiang as an example of karamay city,relying on the general situation of karamay human resources development present situation,the analysis of existing problems in the human resources development,mainly reflected in the population comprehensive cultural quality is low,unreasonable human resource structure,etc.,and analysed the reason.Then,using the SWOT analysis of karamay and further analysis of human resource development from internal environmental conditions(strengths,weaknesses,the external environment analysis(both opportunities and challenges),and puts forward some countermeasures of karamay human resources development,increasing education investment,in order to improve the comprehensive quality of human resources,perfect the structure configuration at the same time,improve the efficiency of choose and employ persons.In addition,on the basis of bringing in professional scarce talent,at the same time,establish a good environment,human resource management to retain valuable talents.
