In 2014,Shanghai became the first region in China to achieve a balanced development of compulsory education.At the same time,it began to move toward a higher level of quality and balanced development.The “New Quality Concept” was put forward under such a background.The Shanghai Municipal Education Commission has selected a group of “New Quality Schools” that basically conform to the educational concept and deepen reforms in educational practice.As the main carrier of school education activities,the curriculum is also an important target for the penetration and influence of “New Quality Concept”.There is still much room for academic research on “Educational Concept to Curriculum Practice”.This paper takes a New Quality School as a case study,aiming at presenting and analyzing a series of behaviors implemented in order to promote the implementation of “New Quality Concept” into the curriculum at the school level,and summarizing the experience and problems behind the behaviors,and on this basis,making suggestions for the development of case schools and other schools.This paper adopts the method of qualitative research,combines the development context of the school and the cognitive understanding of the school members to understand “New Quality Concept” of the case school,combs what the case school has done under the guidance of “New Quality Concept” from the curriculum design and implementation level,and finally analyses how the school has done in the process of the concept landing,that is to extract the mode and logic of school behavior development.Based on this context,the conclusion and enlightenment are drawn.Specifically,X Primary School makes its members understand “New Quality Concept”through text transmission and interactive communication,and then fully understand the needs of students and parents.With the help of expert guidance and school experience,it reconstructs the national curriculum and local curriculum.On this basis,it designs school-based curriculum.In the implementation of the curriculum,itensures the three-dimensional guarantee of "time","space" and "people".Specific implementation strategies ensure that the curriculum responds to “New Quality Concept”.The research found that the inherent curriculum concept of the school and the teacher's recognition of the new concept are important conditions for the implementation of the concept into the curriculum;the curriculum design and implementation under the new concept should also be based on the original curriculum foundation;the process of "Concept-Curriculum" can be summarized as the mode of "Concept Recognition-Goal Construction-Action Development",and it can sort out the three logics of “motivation”,“category” and “procedure”;the curriculum under “New Quality Concept” promotes the development of students and obtains the satisfaction of parents and has broad prospects for development.In view of the problems in the practice of case schools,this paper puts forward some enlightenment for their own development: weakening the administrative logic in curriculum behavior;guiding and deepening the parents' behavior in curriculum participation;strengthening curriculum evaluation and constantly revising curriculum design and implementation.At the same time,combined with the experience of the case school,it gives inspiration to the development of other schools: giving full play to the principal's curriculum leadership;making use of available resources inside and outside the school;step by step based on the school foundation.
