Nowadays,the main Economic entities have entered into the Learning Society Period which is characteristic of all-around learning and whole-life learning.Information and knowledge changes fast,large numbers of new knowledge,theory,technology,craft occur everyday.Therefor,traditional college education can hardly catch up with the mutation of time whether in the form outside or content inside,people have to keep studying after graduation from college.the 19 th National Congress of the Communist Party of China pointed out that' better continuing education should be provided to strongly enhance civil quality and a study-based society be constructed as fast as possible'.The development of continuing education is highly concerned by government,China society,industries and the public.As a public department providing for continuing education,colleges and universities are obliged to keep planning how to make reformation,to level up service,to improve management based on public demand and make every effort to develop continuing education,which determines the escalation of public interest.With some scholars and professionals preaching 'marketing based continuing education',many universities are indulged in developing continuing education courses with efficiency-orientation and customer service as main purpose,but neglect the citizenship,public interest and democracy values which public department should cherish naturally.As for X University,it achieve some obvious increase in both training revenue and participants enrollment,but mainly relying the rising of demand from the country and society,its traditional academic position,good public reputation and strong education resouces.Under the guise of that,some problems worthy of our concern are accumulating.This paper takes the transformation of continuing education in public university as the research object,and choose X universities as a example,which studies the transformation of continuing education in X universities by using the methods of literature research and questionnaire survey.The study finds that there are some problems in the process of continuing education transformation of X universities,such as the marginalization of continuing education status,the lack of continuing education publicity,the closed and rigid continuing education system,the inadequate human resource management,and the insufficient application of information technology.The main reasons for the above problems are as follows: short of institutional mechanism to encourage university leaders into improving strategic thinking;inertia of bureaucracy system and historically distracted position inhibit the democratic action on the development of continuing education;regards efficiency as the goal of continuing education and public interest as a by-product;pays attention to restraint and control within the organization while ignoring human factors;regards the object of continuing education as a customer rather than a citizen.Based on the experience of typical colleges and universities,this paper puts forward the following suggestions: changing understanding,strengthening strategic planning and management;perfecting external cooperation mechanism,serving citizens;improving public sector human resources strategy,creating a service-oriented organizational culture;improving quality supervision system,improving school-running evaluation standards;and vigorously promoting information technology.To enrich the teaching service mode and other countermeasures and suggestions,in order to provide decision-making reference for the transformation of X university continuing education,and provide reference for the development of domestic public university continuing education.
