With the development and changes of war form,the traditional surface-to-air mechanized fire confrontation gradually swifts to invisible confrontation based on information space,and thus information has become the most important combat power.Military information talents are cultivated with the development of military information technology.They tend to be quite special in that they are good at using information technology thinking and information resources for war preparation and implementation with their knowledge in information technology.In addition,they are characterized as being familiar with their professional fronts and keeping themselves updated in their fields.Consequently,they form an important talent group in military information construction and national defense.How to bring the role of military information talents to full play depends on the corresponding incentive program.With an important mission and prominent position,A unit functions as a key unit in military information construction.A unit plays a vital role in information construction because it does well in improving the quality of military information talents.With time going and the situation changing,however,there are still some shortcomings in its information talent incentive program,which has an ill effect on the quality of military information talents.Therefore,it is practically significant and necessarily urgent to do research on military information talent incentive program of A unit.By using Maslow's hierarchy of needs theory,Herzberg's dual stimulant theory and social comparison theory of Adams,this thesis distinguishes material incentives from spiritual incentives and analyzes the contradictions among payment and compensation,welfare and benefits,performance appraisal,professional training and military culture in the original program.As for the research method,this thesis employs documentary research method,investigation research method and comparative research method.Depending on the comprehensive analysis of the cultivation and incentive of military information talents at home and abroad,this thesis takes the current situation of A unit into consideration and puts forward a multi-level progressive incentive program.On the one hand,A unit combines the incentive needs of military information talents of various categories and of different ranks;optimizes all aspects of compensation,benefits and performance appraisal to meet the requirements of all kinds of information talents and enhance the practicality and maneuverability of material incentive scheme.On the other hand,A unit mainly aims at professional training,prize and reward,career planning and military culture to design incentive scheme with a purpose of making the spiritual incentive equal,balanced and holistic.A unit intends to satisfy the individual needs and overall interests and meet the military information talents' social needs,needs for respect and self-actualization.Through the above designs,a brand-new systematic,optimized and practical incentive program of A unit has come into existence.It explores the multi-level progressive incentive theory,provides a reference for the application of civil incentive theory in the military field and becomes a new incentive model for talents of military and civilian integration.
