The Guarantee System Of Science And Technology Innovation In Colleges And Universities

Innovation is about the future of the country.At present,innovation-driven development has become the general policy and the main theme of China.The Fifth Plenary Session of the Eighth Central Committee of the Party made it clear that "Insisting on innovation and development,placing innovation as the core of the national development".In May 2016,at the National Science and Technology Innovation Conference,the Academician Conference of the Chinese Academy of Sciences and the 9th National Congress of the Chinese Association for Science and Technology,President Xi Jinping stressed that it was necessary to put scientific and technological innovation in a more important position and clearly required of building an innovative country and a global scientific power.As an important subject of scientific and technological innovation in our country,colleges and universities play a vital function in the process of collaborative innovation.However,in recent years,the level of scientific and technological innovation in colleges and universities in China has not been fully demonstrated,and the international competitiveness level has yet to be improved.The factors that influence the ability of scientific and technological innovation in our colleges and universities are complicated.This thesis attempts to analyze the guarantee system of science and technology innovation in colleges and universities.This thesis adopts the methods of literature analysis,comparative analysis,historical research and qualitative analysis to make macro and micro level interpretation of the guarantee system of scientific and technological innovation in colleges and universities.Furthermore,lessons are drawn from the experience of American and Japanese,which are countries with a high level of scientific and technological innovation in colleges and universities.Afterwards,a plan of building the legality,the system,and the mechanism to guarantee the construction of scientific and technological innovation in Chinese colleges and universities has been proposed.In Chapter 1,a lot of historical data and literature have been reviewed and summarized the development process of scientific and technological innovation in colleges and universities in China.The status and function of university science and technology innovation in national science and technology innovation system has been analyzed by a combination of domestic and foreign university science and technology innovation in theoretical research process,putting forward the theoretical and practical significance of this research.In Chapter 2,the definition,the connotation and the extension of the guarantee system of science and technology innovation in our country are defined,and the present situation,the defects and the consequences of the current scientific and technological innovation construction in our country are discussed from the legality,the system,and the mechanism levels.Chapter 3 summarizes the successful experiences of scientific and technological innovation in the United States and Japan,which are the first and second countries in the world scientific and technological innovation rankings.Accordingly,suggestions for the construction of the guarantee system of scientific and technological innovation system in our country are drawn.Chapter 4 puts forward the system guarantee for the construction of the scientific and technological innovation of the university from the aspects of the state,the cooperation of production,teaching and research and the universities themselves.This thesis proposes plans for the mechanism construction of the scientific and technological innovation ability of colleges and universities from the aspects of production and research coordination,innovation achievement transformation,R & D funding management,innovative talent management,cooperation and exchange mechanism and innovation construction.The innovation of this research is mainly embodied in two aspects.First,the university science and technology innovation ability construction are analyzed from the aspects of the legality,the system and the mechanism levels.Furthermore,many elements are studied by level analysis and the mutual impacts in the innovation system are clarified.Secondly,this study changed the situation of "system" and "mechanism" in the past,strengthened the creation of the legal environment at the macro level,and put forward the construction of the scientific and technological innovation system in colleges and universities from the system and the mechanism level respectively.
