In the new century and new stage,focusing on the overall requirements of sustainable development and talents,the CPC Central Committee and the State Council have launched a development strategy for coordinating the construction of six major talent teams.The strategy proposes that,it is necessary to build a large team of high-quality professional and technical personnel,and cultivate a large number of high-skilled talents with excellent skills,namely,applied talents.The construction of applied talents is an objective requirement of China's social and economic development,and it is also an inevitable requirement for China's education to adapt to scientific and technological progress and social and economic development and transformation.Vigorously promoting the cultivation of applied talents will help to make up for the disadvantages of human resources in China and promote the construction of a country with strong human resources.This research starts from the strategy of building China a country rich in high-quality human resource,and adopts the combination of theoretical and empirical analysis,qualitative and quantitative analysis.Based on relevant research at home and abroad,the study made a descriptive statistical analysis of the status quo of applied talents in China.Secondly,from the five dimensions of the quantity index of the applied talent team,the structural index of the applied talent team,the development index of the applied talent team,the quality index of the applied talent team and the environmental indicators of the applied talent team,32 secondary indicators were selected to construct an evaluation index system for applied talents in China.Through the review of China Statistical Yearbook,China Education Statistics Yearbook,China Education Funding Statistical Yearbook,National Economic and Social Development Statistics Bulletin,Human Resources and Social Security Development Statistics Bulletin,Population Census Bulletin and Prospects Database and other related materials,the research has collected the data for the ten years from 2007 to 2016,and conducted a longitudinal analysis of the applied talent team in China.Thirdly,in the sixth part of the thesis,14 key indicators were selected,and the data of 31 provinces and cities in 2016 were used as as a sample to conduct a principal component analysis of the construction of applied talents in various provinces and cities in China,and the regional comparison of the construction of applied talents in China were made through the scores of various dimensions.Finally,it proposes countermeasures for the construction of China's applied talent team in the future.The results have shown that in the past 10 years,the stock of applied talents in China has increased annually,and the investment in vocational education has increased year by year.The construction level of applied talents in China is getting higher.However,the development of applied talents in China is unbalanced and insufficient.The applied talents in the eastern part of China is at a high level.However,due to geographical and environmental constraints,the economic and social development is relatively backward in the central and western regions.The gap between developed regions is relatively large,the quality of human resources is relatively low,and the situation of applied talents is relatively backward.Therefore,it is necessary to promote the coordinated development of vocational education in the eastern,central and western regions of China.In addition,the government should play a leading role in establishing a modern vocational education system.Through multiple ways to cultivate applied talents.For example,cooperation between schools and enterprises should be strengthened,a modern enterprise apprenticeship system should be established.Therefore,China could gradually achieve the transition from a country rich in human resources to a country rich in high-quality human resources.
