In recent years,the introduction of the size of the accompanying children brought about by the family migration of migrants and the frequent movement of the local registered population in the process of urbanization have changed the size and spatial distribution of the primary school-age population in Beijing,breaking its original education.The resource allocation model poses a challenge to the supply of primary education resources.What is the change in the size and spatial distribution of the primary school-age population in Beijing?What is the state of educational resource allocation under the changes in the primary school-age population?Can its resource supply meet the needs of the school-age population?And a series of questions such as how to rationally allocate primary education resources are the focus of this paper.Based on this,this paper introduces the concept of educational resource carrying capacity,studies the carrying status of the carrying subject education resources to the primary school-age population,and analyzes the educational resource allocation equilibrium from a new perspective.Firstly,based on the comprehensive analysis of the relevant concepts and relevant theories of educational resource carrying capacity,this paper quantitatively describes the educational resources of the primary school-age population and the host of the primary school education resources in Beijing,and analyzes the challenges faced by its carrying capacity;Secondly,according to the applicability and advantage analysis,the weighted principal component TOPSIS model is selected,and on the basis of summarizing the previous literature research,the evaluation index system of educational resource carrying capacity is constructed according to the evaluation index principle;then according to the collected Beijing Statistical Yearbook,The relevant data of "Beijing Education Yearbook"and "Beijing Elementary and Secondary School Running Condition Management System" from 2010 to 2016 measure and analyze the primary school education resource carrying capacity in Beijing;finally,according to the trend and space of Beijing primary school education resource carrying capacity Distribution differences analysis and cause analysis propose a series of targeted recommendations.Through quantitative and qualitative analysis,the following conclusions are drawn:(1)The changes in the size and spatial distribution of the primary school-age population are consistent with the changes in the resident population;(2)The change in the allocation of primary education resources lags behind the size and spatial distribution of the primary school-age population.(3)The resource carrying capacity of primary education in Beijing in 2010-2016 is generally declining,but there are large differences among the regional types.In order to improve the level of primary school education resource carrying capacity and rational allocation of educational resources in Beijing,this paper proposes countermeasures from three aspects:education human resources,financial resources and material resources:firstly establish and improve the change and prediction mechanism of primary school-age population,and innovate primary school teachers and personnel.Institutions;Secondly,increase the financial transfer payment for primary schools in the urban development new areas,implement the horizontal equity and vertical equity appropriation system;finally realize the standardization of primary education school conditions and build a primary education resource information sharing platform.
