With the needs of national development,China takes the university think tank as the hot spot of construction and development.However,most university think tanks in China are transformed from university scientific research institutions,and the relationship between academic knowledge and public policy has not been properly handled in the actual construction,thus affecting the influence of the decision-making.Therefore,in order to deal with the relationship between academic knowledge and public policy and better realize the transformation of academic knowledge to public policy,what kind of university think tank do we need?It has become a key problem to be solved in the process of university think tank construction in China.In terms of Harvard University think tanks,Harvard University think tanks have combined academic research with political realities since its inception,constantly improving research quality,working to influence research results in public policy,Continuously handling the relationship between academic knowledge and public policy in the development process,and realizing the effective transformation of academic knowledge into public policy.For this reason,Harvard’s think tanks account for the largest share of the University’s think tank rankings in the 2017 University of Pennsylvania Global Think Tank Report.Among them,Belfer Center for Science and International Affairs ranked first in the ranking for several consecutive years.This research is based on comparative research methods,supplemented by research methods such as literature research,interdisciplinary research,historical research,and case analysis,and comprehensively utilizes the theoretical perspectives of higher education,new political economy,and public management,from the perspective of the relationship between academic knowledge and public policy,based on the theoretical discussion of the university think tank from the perspective of the relationship between academic knowledge and public policy,explores the historical evolution of Harvard University think tanks and analyzes the actual operation of Harvard University think tanks.And pay attention to the value implication of the Harvard University think tank in the United States;then use these values as the basic background and basis,combined with the specific situation and practical problems of the construction of the university think tank in China,the American experience is used as a local reference,and the future direction of the university think tank is expected.Therefore,it not only has rich theoretical value of university think tanks,but also has important practical significance for the construction of Chinese university think tanks,the transformation of academic research results and the
