Problems And Countermeasures In The Implementation Of The Living Subsidy Policy For Boarding Students In Rural Compulsory Education

The "Boarding student living allowance"policy is a state-led,government-funded grant that is a major component of the student education system at the stage of voluntary education.It is important for reducing the burden of family education,reducing the dropout rate,and facilitating the balanced development of voluntary education.In this study,national poverty county Z county of H province were used as survey areas,6 primary and middle schools in 3 townships in Z county were selected as samples for on-the-spot investigation.Through the combination of quantitative and qualitative research,comprehensive use of literature methods and questionnaires was conducted.Laws,interviews and other research methods have conducted in-depth investigations on the implementation of the"staying student living allowance"policy in Z county.From the development process of the"Boarding student living allowance"policy,the specific implementation level of operations such as assessment time,procedures,amount,payment method,etc.,parents and students' satisfaction with the policy,etc.to understand and analyze the status quo and existence of the policy's problem and reason.From the statistical analysis of the survey feedback data,we can find that the current"Boarding student living allowance"policy has a small amount of subsidies,a small number of places,the county finances bear a lot of pressure,the policy propaganda is not enough,and the poor students identify materials difficult to handle.The procedure is cumbersome,and the subsidy does not take into account the differences in the degree of poverty among students.To solve the existing problems of policy and to optimize the student financial aid system in China's compulsory education stage,the author believes that the compulsory education bursary system should be established in a timely manner,and the"reward funding",for students with excellent academics and students should be set up separately.The "subsidy grant"for students with financial difficulties in the family,the"bunker subsidy"as one of the"subsidy grants",and increase the amount of subsidies,determine the amount of subsidies for the actual number of poor students,build a differentiated funding program,and simplify the review process.At the same time,it is necessary to clarify the main financial responsibilities of the central and provincial finances through legal forms,and actively guide the social funding forces to run schools,and build a strong and comprehensive student funding system for compulsory education.
